Polytechnic Foundation Programme (PFP) 2027: Requirements, Dates and DPP

Written and reviewed by Theon Teo, Founder · editorial policy

The Polytechnic Foundation Programme (PFP) lets Sec 4 N(A) students skip Sec 5 and start a one-year foundation at a polytechnic. Here are the ELMAB3 rules, the clusters, the expected 2027 dates, how the DPP compares, and what MOE has announced for the SEC cohorts from 2028.

The Polytechnic Foundation Programme (PFP) in Singapore is a one-year course at a polytechnic that Secondary 4 Normal (Academic) students take instead of Secondary 5. To apply, a student needs a raw ELMAB3 aggregate of 12 points or better, without CCA bonus points, plus set grades in English, Maths and one cluster subject. Pass all the PFP modules and the student moves straight into Year 1 of a polytechnic diploma.

This guide covers who qualifies, the expected 2027 dates, what the year looks like, the Direct-Entry-Scheme to Polytechnic Programme (DPP), how both compare with Sec 5, and what MOE has announced for the SEC cohorts from 2028. Rules are as of 7 Nov 2026, checked against MOE and polytechnic pages.

What is the Polytechnic Foundation Programme?

The Polytechnic Foundation Programme is a one-year, practice-based course run by the polytechnics for Sec 4 N(A) students who sat the N-Level as school candidates. MOE describes it as an alternative to Secondary 5. Instead of a fifth year in school and the O-Level (or the SEC from 2027), the student spends the year at a polytechnic and, after passing every module, starts Year 1 of a diploma.

Key points from MOE and the polytechnics:

  • Who runs it. All five polytechnics take PFP students: Ngee Ann (NP), Nanyang (NYP), Republic (RP), Singapore (SP) and Temasek (TP).
  • Clusters, not single diplomas. From the 2026 intake, students enter one of three broad clusters: Sciences, Humanities, Art, Media and Business (HAMB), or Design, Engineering and Technology (DET). NYP and TP split DET into Design and Engineering and Technology sub-clusters.
  • Specialised courses. Nursing (NP and NYP), Early Childhood Development and Education (NP and TP) and Tamil Studies with Early Education (NP) still admit students to the specific diploma.
  • Places. MOE said the polytechnics would offer about 2,000 PFP places for the 2026 intake.
  • The name. MOE calls the application round the PFP Admissions Exercise (PFPAE). Many parents and schools call it the JPFP, but you will not find that name on MOE pages.

MOE has widened the PFP twice since 2024. From the 2024 intake, the two "best" subjects needed only Grade 4 instead of Grade 3, and from 2026 English was relaxed to Grade 3 alongside the move to clusters.

Who is eligible for the PFP?

A Sec 4 N(A) student is eligible for the PFP if their raw ELMAB3 aggregate is 12 points or lower, without CCA bonus points. They also need at least N(A) Grade 3 in English and in Maths or Additional Maths, Grade 3 in one subject relevant to the cluster, and Grade 4 or better in the two other subjects that make up the ELMAB3. These are MOE's rules for the 2026 intake.

ELMAB3 stands for English Language, Mathematics and the Best 3 other subjects. N(A)-Level grades run from 1 (best) to 6, so a lower total is better.

What MOE checksMinimum for the PFP
Raw ELMAB3 aggregate12 points or lower, CCA bonus not counted
English Language (Syllabus A)N(A) Grade 3
Mathematics (Syllabus A) or Additional MathematicsN(A) Grade 3
One relevant subject for the clusterN(A) Grade 3
Two other ELMAB3 subjects (not CCA)N(A) Grade 4

MOE adds that being eligible to apply does not guarantee a place. Places go by merit, in open competition with other eligible applicants, and depend on vacancies.

Which subjects count as "relevant" for each cluster?

The relevant subject is the one that shows a student can cope with the cluster's modules. Science and technical subjects open the Sciences and DET clusters, and humanities, art and accounting open HAMB. MOE lists the following for the 2026 intake.

Cluster or courseRelevant subjects (one at Grade 3 or better)
SciencesDesign and Technology, Food and Nutrition or Nutrition and Food Science, Science (Chemistry, Biology), Science (Physics, Biology), Science (Physics, Chemistry)
Design, Engineering and TechnologySame list as Sciences
Humanities, Art, Media and BusinessArt, Geography, History, Humanities (Social Studies with Geography, History or Literature in English), Literature in English, Principles of Accounts
Nursing (NP and NYP)Same list as Sciences
Early Childhood Development and Education (NP and TP)Same list as HAMB
Tamil Studies with Early Education (NP)Same list as HAMB, plus O-Level Higher Tamil B4, O-Level Tamil B3 or N(A) Tamil Grade 1

Can O-Level subjects taken in Sec 4 count?

Yes. Students who sat some O-Level papers in Sec 4 can convert those grades and combine them with their N-Level results. MOE's conversion is A1 to B3 counts as 1 point, B4 to C6 as 2, D7 as 3 and E8 as 4. An O-Level grade 9 does not count. If a subject was taken at both levels, the better grade is used.

For Higher Mother Tongue, MOE uses the better of the Sec 3 O-Level Mother Tongue result or the Sec 4 O-Level Higher Mother Tongue result.

How do you work out ELMAB3 for the PFP?

Add the N(A) grade points for English, Maths and the three best other subjects. The total must be 12 or lower, and each subject must also clear its own grade floor. A student can have an aggregate of 12 and still miss out if English is Grade 4, so check both parts. CCA bonus points do not count towards eligibility.

Worked example 1: eligible for two clusters.

SubjectN(A) gradePoints
English22
Mathematics33
Science (Physics, Chemistry)22
Principles of Accounts22
Geography33
ELMAB312

The aggregate is 12, English and Maths are Grade 3 or better, and the two other subjects are within Grade 4. Science (Physics, Chemistry) at Grade 2 is a relevant subject for Sciences and DET. Principles of Accounts or Geography is a relevant subject for HAMB. So this student can choose courses in all three clusters.

Worked example 2: aggregate fine, still not eligible. A student with English 4, Maths 2, Science 1, Art 2 and History 2 has an ELMAB3 of 11. The total is within 12, but English is Grade 4, below MOE's Grade 3 floor, so the student cannot apply for the PFP. The same student meets the DPP and Sec 5 N(A) rules, which need a raw ELMAB3 of 19 or better.

Worked example 3: using an O-Level grade. A student scored N(A) Grade 3 for Science but B4 for O-Level Science in Sec 4. B4 converts to 2 points, and MOE uses the better grade, so Science counts as 2.

Do CCA bonus points help?

CCA points do not help a student become eligible, because MOE uses the raw ELMAB3. TP says posting to a course then uses the net aggregate, which is the raw ELMAB3 minus CCA bonus points: 2 points for an A1 or A2 CCA grade and 1 point for B3 to C6. So a strong CCA record can help a student win a competitive cluster once they are eligible.

Does the PFP need more than ELMAB3 for some diplomas?

Yes. A few diplomas within each cluster have extra grade, interview or test requirements that the student must meet to move into Year 1. These are set by MOE and the polytechnics, so a student aiming for one of them should check the requirement before choosing the cluster, because failing it means picking another diploma at the end of the year.

DiplomaExtra requirement for Year 1
Mass Communication (NP), Mass Communication (RP), Communications and Media Management (TP), Law and Management (TP)At least Grade B in both English Language and Communication 1 and 2 during the PFP
Chinese Studies (NP), Chinese Media and Communication (NP)O-Level Higher Chinese B4, O-Level Chinese B3 or N(A) Chinese Grade 1
Oral Health Therapy (NYP)Pass a manual dexterity test
Nursing (NP and NYP)Pass a medical examination, and be fully vaccinated against COVID-19 with a regime recognised in Singapore
Nautical Studies (SP)Pass an interview and an eyesight test

How and when do you apply for the PFP in 2027?

Eligible students get Form P through their school on O-Level results day. They then apply on the PFPAE portal with Singpass during a six-day window, choosing up to five courses. In 2026 the window ran from 1.30pm on 14 January to 4.30pm on 19 January. For 2027 MOE has not yet published dates, but the window is expected to open with the O-Level results, tentatively 13 to 15 January 2027.

  1. Get your N-Level resultsResults for the 2026 N-Level are due 17 to 21 December 2026 (tentative). Work out the raw ELMAB3 and check each grade floor.
  2. Report to Sec 5MOE asks PFP hopefuls to progress to Sec 5 and attend classes in January, because PFP results come out at the end of the month.
  3. Receive Form PSchools issue Form P to eligible students on O-Level results day, expected 13 to 15 January 2027.
  4. Apply on the PFPAE portalLog in with Singpass and submit up to five choices in the six-day window. In 2026 this was 14 to 19 January.
  5. Check your postingPosting results were released on 26 January in 2026. Accepting a PFP place withdraws the student from Sec 5.
  6. Accept, reject or appealIn 2026 students had until 29 January to respond, appeal outcomes came on 4 February and appeal offers closed on 6 February.
  7. Start at the polytechnicThe 2026 PFP began on 13 April. The 2027 start is expected in April.
  1. 17 to 21 Dec 2026 (tentative)N-Level resultsLast year 18 December 2025. DPP first phase is expected to open the same day.
  2. First school day of 2027Report to Sec 5In 2026 students reported on 2 January and stayed in Sec 5 until 30 January if bound for the PFP.
  3. 13 to 15 Jan 2027 (tentative)O-Level results and Form PThe PFPAE is expected to open the same day. Last year 14 January 2026.
  4. Mid to late Jan 2027 (expected)PFPAE window closesSix days long in 2026, 14 to 19 January.
  5. Late Jan 2027 (expected)PFP posting resultsLast year 26 January 2026.
  6. April 2027 (expected)PFP year beginsLast year 13 April 2026.

What if your child misses out or wants to appeal?

If a student is not posted, or is posted to a lower choice, they can appeal in the accept, reject or appeal window. In 2026 that window ran from 26 to 29 January, with outcomes on 4 February. A student who stays unposted simply carries on in Sec 5, which is why MOE asks them to attend Sec 5 in January. SP says offers must be accepted within three days, so watch the deadline.

What happens during the PFP year?

The PFP year runs over two semesters with continuous assessment. Every student takes core modules in English, Maths, life skills and fitness, plus modules for their cluster, taught by polytechnic lecturers. RP and SP both say a student must pass all the modules to complete the PFP. Students who do so move into Year 1 of a diploma in their cluster.

At TP, each semester has four core modules and two cluster modules, with some clusters taking three cluster modules in Semester 2. The core modules at TP and RP are:

  • English Language and Communication 1 and 2
  • Foundation Mathematics 1 and 2
  • Essential Life Skills 1 and 2
  • Health and Fitness 1 and 2

Cluster modules at RP include Physics in Daily Life and Principles of Chemistry for Sciences, Fundamentals of Innovation by Design and Computing for DET, and Fundamentals of Business and Introduction to Media for HAMB.

What does the PFP cost?

PFP fees are low for Singapore Citizens. RP lists AY2026 and AY2027 fees for Singapore Citizens at S$370 tuition plus S$86.50 supplementary fees a year. Permanent Residents pay S$4,150 plus S$116.50, and international students S$12,140 plus S$177. RP also lists a one-time Diploma Foundation Programme Bursary of S$1,750 for Singapore Citizens, from AY2026. Other polytechnics publish their own figures.

How does the PFP lead to a diploma?

After the PFP year, students are posted to a Year 1 diploma within their cluster. MOE says this posting uses merit and course choice, and from the 2026 intake students choose the specific diploma at the end of the PFP year, not at the start. Students admitted to Nursing, Early Childhood or Tamil Studies with Early Education go straight into that diploma.

The path, start to finish, looks like this:

  1. Sec 4 N(A) and the N-LevelRaw ELMAB3 of 12 or better, with the grade floors met.
  2. PFP year at a polytechnicOne year in a cluster, April start. Pass all modules.
  3. Choose a diploma in the clusterPosted by merit and choice, with any extra requirement met.
  4. Diploma Year 1 to Year 3The same full-time diploma as O-Level entrants.
  5. After the diplomaWork, or apply to university with the diploma.

The PFP does not save time on paper, because Sec 5 plus a diploma also takes four years after Sec 4. What it removes is the O-Level hurdle and the uncertainty of competing for a course in the JAE.

What is the DPP (Direct-Entry-Scheme to Polytechnic Programme)?

The Direct-Entry-Scheme to Polytechnic Programme lets Sec 4 N(A) students go straight into a 2-year Higher Nitec course at ITE without the O-Level. Students who complete the Higher Nitec with the minimum qualifying GPA are guaranteed a place in a polytechnic diploma mapped to their course. MOE said about 1,200 DPP places would be offered across ITE's three colleges for 2026.

DPP eligibility for 2026:

Course areaEnglishMaths or A-MathThree other best subjects
Applied sciences, engineering, infocomm technologyGrade 1 to 4Grade 1 to 4Grade 1 to 5 each
Business and services, hospitalityGrade 1 to 3Grade 1 to 4Grade 1 to 5 each

All DPP courses need a raw ELMAB3 of 19 points or lower, with bonus points excluded. O-Level grades convert as for the PFP, and an F9 counts as 5 points for the aggregate but not for subject requirements.

How the DPP application ran last year. DPP has two phases. The first phase opened at 2.30pm on 18 December 2025, the day of the N-Level results, and closed at 5pm on 22 December. Postings came out on 26 December. First-phase students reported to ITE for a preparation course on 12 January 2026. The final phase ran from 14 to 19 January, with results on 21 January, and the Higher Nitec term began on 6 April 2026. Students apply with Form N from their school.

The GPA guarantee. MOE's DPP pages promise a mapped diploma place for students who reach "the minimum qualifying GPA" but do not print the figure. Separately, MOE said in July 2023 that from the AY2027 poly intake, every Higher Nitec student with a raw GPA of 3.5 or better is guaranteed polytechnic admission, and that ITE upgraders need at least a net GPA of 2.5 to apply. Our ITE guide explains Higher Nitec GPA and the move to a polytechnic in more detail.

PFP vs Sec 5 vs DPP: which is right?

The three N(A) routes suit different students. The PFP is the fastest route to a diploma for students who already qualify. Sec 5 keeps every door open, including JC, for students who want another year of school. The DPP suits students who prefer hands-on learning and like the certainty of a guaranteed, mapped poly place after two years at ITE.

A few questions help families decide:

  • Does your child know the broad field? The PFP and DPP commit a student to a cluster or a mapped course. Sec 5 does not.
  • Is JC still a goal? Only Sec 5 leads to the A-Level route.
  • How does your child learn best? The PFP and DPP use projects and continuous assessment. Sec 5 ends in one national exam.

Our N-Level results guide sets out every option after the 2026 N-Level, including the N(T) routes, and the Sec 5 rules in full.

What changes for the 2027 and 2028 cohorts under the SEC and Full SBB?

The January 2027 exercise is expected to be the last run on N-Level results, because the 2026 N-Level is the last one sat. From 2028, MOE folds the PFP and ITE admissions into a single Post-Secondary Admissions Exercise (PSE) that uses SEC results. MOE has also said the DPP will cease from the AY2028 ITE intake. Each change below is stated as MOE has published it, as of 7 Nov 2026.

What MOE has announced for the PFP from 2028:

  • Open beyond N(A). From the AY2028 intake, students taking G3 subjects, or a mix of G2 and G3, can apply. MOE says this removes "the current stream-based admission".
  • Same aggregate, mapped grades. Eligibility is an ELMAB3 gross aggregate of 12 or lower on G2-equivalent grades, plus the cluster's minimum entry requirements. G3 grades map to G2 as A1 to B3 = 1, B4 to C6 = 2, D7 = 3 and E8 = 4. A G3 grade 9 and G2 grades 5 and 6 cannot be used.
  • CCA bonus for posting. Up to 2 points come off the gross aggregate: 2 for Excellent or A1 and A2, 1 for Good or B3 to C6.
  • One portal, one window. SEC results are due in mid-January 2028, and the six-day PSE application period opens the same day. Postings follow by early February and offers must be accepted by the end of February 2028.
  • Details still to come. MOE says updated cluster and course information for 2028 will be published from mid-2027.

What MOE has announced for ITE and the DPP:

  • MOE's July 2023 release says "the DPP pathway will cease from the AY2028 ITE intake".
  • From 2028, direct entry to the 2-year Higher Nitec needs an ELMAB3 gross aggregate of 19 or lower on G2-equivalent grades, plus the course's entry requirements, with up to 2 CCA bonus points for posting.
  • MOE's PSE page for the 2-year Higher Nitec does not mention a preparation course or a guaranteed poly place. Higher Nitec students can still reach a polytechnic on GPA, and from AY2027 a raw GPA of 3.5 guarantees admission.

A worked 2028 example. A Sec 4 student in 2027 takes English at G3 and scores C6, which maps to 2. Maths at G2 is Grade 3. Science at G3 is B3, which maps to 1. Geography at G2 is Grade 2, and Principles of Accounts at G2 is Grade 3. The ELMAB3 gross aggregate is 2 + 3 + 1 + 2 + 3 = 11, within the PFP limit of 12, so the student can apply if they also meet the cluster's entry requirements.

For the new exam itself, see our guide to the SEC that replaces the O-Level from 2027. For diploma entry on SEC results, see poly cut-off points for 2027. Students who would rather win a poly place on talent before the exams can read our Poly EAE 2027 guide.

Key terms

  • PFP (Polytechnic Foundation Programme): a one-year foundation course at a polytechnic for N(A) students, leading to Year 1 of a diploma.
  • PFPAE: the PFP Admissions Exercise, MOE's January application round for the PFP, often called the JPFP.
  • DPP (Direct-Entry-Scheme to Polytechnic Programme): a 2-year Higher Nitec at ITE with a guaranteed place in a mapped poly diploma for students who reach the qualifying GPA.
  • ELMAB3: the aggregate of English, Maths and the best three other subjects, counted on N(A) or G2-equivalent grades.
  • Raw and net aggregate: raw is the total before CCA bonus points, net is the total after they are taken off.
  • Cluster: one of three groups of related diplomas (Sciences, HAMB, DET) that PFP students enter before choosing a diploma.
  • Form P and Form N: the school-issued forms that let eligible students apply for the PFP and the DPP.
  • PSE: the Post-Secondary Admissions Exercise that replaces the JAE, PFPAE and ITE intake exercises from 2028.
  • G2 and G3: subject levels under Full SBB. G2 uses the N(A) grades 1 to 6, and G3 uses the O-Level grades A1 to 9.

When does a tutor help with the PFP?

Tuition helps most in the Sec 4 N(A) year, before the N-Level, because PFP eligibility turns on single grades. One point in English or Maths, or a Grade 3 in the relevant subject, can decide whether a student qualifies at all. During the PFP year itself, the modules that trip students up are usually Foundation Mathematics and English Language and Communication, which every cluster takes.

If your child is close to the line, look at the weakest subject that counts towards ELMAB3, and at the cluster's relevant subject, before anything else.

Common questions

What is the Polytechnic Foundation Programme?

It is a one-year course at a Singapore polytechnic for Sec 4 N(A) students, taken instead of Sec 5. Students who pass every module go straight into Year 1 of a diploma.

What are the PFP requirements?

A raw ELMAB3 of 12 points or lower without CCA bonus points, at least N(A) Grade 3 in English and Maths, Grade 3 in one relevant subject and Grade 4 in two other subjects. Eligibility does not guarantee a place.

What PFP courses can I choose?

From 2026 students choose a cluster: Sciences, Humanities, Art, Media and Business, or Design, Engineering and Technology. Nursing, Early Childhood Development and Education and Tamil Studies with Early Education are applied for directly.

When is the PFP application in 2027?

MOE has not published the 2027 dates yet. The window is expected to open with the O-Level results, tentatively 13 to 15 January 2027. In 2026 it ran from 14 to 19 January.

Do CCA points count for the PFP?

Not for eligibility, which uses the raw ELMAB3. CCA bonus points of up to 2 are taken off to give the net aggregate used for posting.

Can I go to JC after the PFP?

The PFP leads to a polytechnic diploma, not the A-Level. A student who wants JC should consider Sec 5 instead.

What happens if I fail a PFP module?

RP and SP say a student must pass all PFP modules to complete the programme and enter Year 1. Ask the polytechnic about its rules on repeating a module early in the year.

What is the difference between the PFP and the DPP?

The PFP is one year at a polytechnic and needs a raw ELMAB3 of 12. The DPP is a 2-year Higher Nitec at ITE, needs a raw ELMAB3 of 19, and guarantees a mapped poly place with the qualifying GPA.

Is the DPP ending?

Yes. MOE said in July 2023 that the DPP will cease from the AY2028 ITE intake, so the 2027 intake is expected to be the last.

Will the PFP still exist in 2028?

Yes. From 2028 it is open to SEC students at G2, G3 or a mix, who apply through the PSE with an ELMAB3 of 12 or better on G2-equivalent grades.

How much does the PFP cost?

RP lists S$370 tuition and S$86.50 supplementary fees a year for Singapore Citizens in AY2026 and AY2027. Fees differ slightly across polytechnics.

Is the PFP worth it compared with Sec 5?

For a student who qualifies and knows the broad field they want, the PFP removes the O-Level hurdle and secures a diploma path. Sec 5 is better for a student who wants JC or is unsure of the field.
