Singapore has 16 junior colleges and Millennia Institute, all leading to the A-Level, plus two schools that offer the IB Diploma. Here is every one with its location, IP intake, programmes and last cut-off, and how admission and fees work for 2027.
Updated 7 November 2026. School details are from MOE SchoolFinder and each school's own website, admission rules and dates from MOE's JAE and DSA-JC pages, and fees from MOE's fees checker, all read that day. Rules may change, so check the official sources linked at the end.
Singapore has 16 junior colleges and Millennia Institute in 2027, and all 17 lead to the GCE A-Level. JC courses take two years and MI's takes three. Most students enter through the Joint Admissions Exercise (JAE) after the O-Level, with a gross L1R5 of 20 or better for a JC, or through Direct School Admission (DSA-JC). Eight JCs also take Integrated Programme students. Citizens pay S$33 a month. Below is every school with its location, IP intake and programmes, then how entry and fees work. This page lists facts only. It does not rank schools.
What is a junior college in Singapore?
A junior college in Singapore is a two-year pre-university school that prepares students for the Singapore-Cambridge GCE A-Level, the exam local universities use for admission. Students enter after the O-Level (the SEC from 2027) or after four years of an Integrated Programme. The two years are called JC1 and JC2, or Years 5 and 6 at IP schools.
At a JC a student usually takes three H2 subjects and one H1 subject, plus H1 General Paper, Project Work and Mother Tongue where it applies. Some students add an H3 subject in JC2. Our A-Level explained guide covers the curriculum and grading, and our subject combination guide covers how to pick subjects.
How many junior colleges are there in Singapore?
There are 16 junior colleges in Singapore in 2027, plus Millennia Institute, which makes 17 institutions offering the A-Level through the JAE. MOE's own list of "JC and MI offering A-Level curriculum" names exactly these 17. Eight colleges merged into four in 2019. Six of the 16 also run their own six-year Integrated Programme from Year 1: Dunman High, Hwa Chong, National JC, Raffles Institution, River Valley High and Temasek JC.
Counting the two IB schools, ACS (Independent) and St. Joseph's Institution, 19 schools take students in the JAE. Together they offered 37 courses in the 2026 JAE: an Arts and a Science course at each of the 16 JCs, two IB courses and three MI courses.

Which JCs have affiliated secondary schools?
Five JCs have affiliated secondary schools, according to MOE SchoolFinder. A student from an affiliated school gets 2 bonus points in the JAE if the JC is the first choice, or the first and second choices. The other 11 JCs, and MI, list no affiliated schools.

Which JCs take Integrated Programme students?
Eight JCs teach Integrated Programme (IP) students in Years 5 and 6: Dunman High, Eunoia JC, Hwa Chong, National JC, Raffles Institution, River Valley High, Temasek JC and Victoria JC. IP students skip the national exam at Sec 4 and move straight into the A-Level years. All eight also take students from the O-Level through the JAE, so IP and JAE students study side by side.

What programmes does each JC offer?
Every JC teaches the core A-Level subjects: General Paper, Mathematics, Physics, Chemistry, Biology, Economics, Geography, History and Literature in English. They differ in their elective programmes, language programmes, less common subjects and university-linked H3 modules. The table lists what each school shows on MOE SchoolFinder. A blank does not always mean a school never offers it, so check the school's site.

Where can students take H3 subjects?
H3 is an extra, deeper subject for strong students, taken in JC2 alongside the matching H2 subject. MOE SchoolFinder lists university-run H3 options, such as NUS and NTU modules and the NUS-MOE Humanities and Social Sciences Research Programme, at 11 JCs and MI: ACJC, ASRJC, DHS, JPJC, NYJC, NJC, RVHS, TMJC, TJC, VJC, YIJC and MI. Schools also teach their own H3 subjects. Victoria JC, for example, says its H3 subjects are taught by its own teachers or by lecturers from NUS, NTU and SMU, with applications at the end of JC1.
How do language and other elective programmes work?
Language elective programmes are the only ones you apply for in the JAE itself. MOE says students apply for CLEP, MLEP or TLEP by choosing a JC that offers them, and a place is not guaranteed. A student posted to the JC offering the programme gets 2 extra bonus points (TLEP at UPTLC gets none). For every other programme, such as the Art or Music Elective Programme, the student applies after enrolling, and may face a selection test or grade requirements.
Which junior colleges merged in 2019?
Eight junior colleges merged into four in January 2019, as smaller cohorts meant fewer JC places were needed. MOE announced the mergers on 20 April 2017, and each merged college kept both names. Tampines Meridian JC, for example, began in January 2019 on the former Meridian JC campus. Eunoia JC, the newest college, took its first students in 2017.

Which JCs are moving campus?
Four JCs are changing campus between December 2027 and January 2028, so a student entering JC1 in February 2027 may spend JC2 on a new site. Anderson Serangoon JC and Temasek JC are on temporary campuses while their own are rebuilt. Jurong Pioneer JC and Yishun Innova JC are moving to new campuses, both tentatively in January 2028.

What is Millennia Institute and how is it different from a JC?
Millennia Institute (MI), in Bukit Batok, is Singapore's only centralised institute. It runs a three-year A-Level course, one year longer than a JC, and admits students on L1R4 instead of L1R5. Students take the same Singapore-Cambridge A-Level at the end. MI offers Arts, Commerce and Science courses, and its Commerce course includes Management of Business and Principles of Accounting.
To be eligible for MI in the 2027 JAE a student needs a gross L1R4 of 20 or better: English or Higher Mother Tongue, two subjects from humanities, maths and science, and the two next best subjects. The grade requirements for English, Maths and Mother Tongue are the same as for a JC.
MI also catches students who were admitted to a JC on condition. A student admitted without the required Mother Tongue grade, for example, must reach it by the end of JC1. MOE says that if the student does not, they transfer to Year 2 of a course at MI.
JC, MI or IP: which route leads to the A-Level?
There are three school routes to the A-Level in Singapore: two years at a JC after the O-Level, three years at Millennia Institute after the O-Level, or a six-year Integrated Programme that skips the Sec 4 exam. The IP is chosen at Primary 6 or Secondary 3. JC and MI are chosen in the JAE or through DSA-JC.
Which schools offer the IB Diploma instead of the A-Level?
Two schools take O-Level students in the JAE for the International Baccalaureate (IB) Diploma instead of the A-Level: Anglo-Chinese School (Independent) at 121 Dover Road, near Dover MRT (EW22), and St. Joseph's Institution at 38 Malcolm Road, near Stevens MRT (DT10, TE11). Both admit on L1R5, like a JC. In the 2026 JAE the last student admitted had a net L1R5 of 5 at ACS (Independent) and 6 at St. Joseph's Institution.
The IB Diploma is scored out of 45, with 24 points the minimum for the diploma. Our IGCSE, O-Level, IB and A-Level comparison explains how it differs from the A-Level. International schools in Singapore also teach the Cambridge International A Level or the IB Diploma. They are private, admit students directly and are not part of the JAE.
How does admission to a junior college work?
Most students enter a JC through the Joint Admissions Exercise (JAE), which opens on O-Level results day and posts students by merit. A student lists up to 12 course codes in order of preference, and MOE posts each one to the highest choice their net L1R5 can reach. Some students enter earlier through DSA-JC, which offers places for talents before the O-Level. IP students move to Year 5 without either.
1Check eligibilityFor a JC, a gross L1R5 of 20 or better, with English A1 to C6, Maths or Additional Maths A1 to D7 and Mother Tongue A1 to D7 (Higher Mother Tongue A1 to E8). For MI, a gross L1R4 of 20 or better.
2Work out the net scoreTake away bonus points, up to 4: CCA (2 for Excellent, 1 for Good), English and Higher Mother Tongue at A1 to C6 (2), and affiliation (2). A language elective programme adds 2 more at the JC that offers it.
3Compare with last yearLook up each course's 2026 range. A score inside it is a sign, not a promise.
4List up to 12 choicesApply on JAE-IS from 4pm on results day for six calendar days. Courses are considered in the order listed.
5Get the posting resultPosting is by net score, then citizenship, then the lower gross score, then a computer ballot.
6Report or appealReport to the JC or MI the day after posting. To appeal to another JC, apply to that school directly.
A few rules catch families out. Religious Knowledge cannot count in the L1R5. A student without the required Mother Tongue grade can still be admitted on condition if their gross L1R5 is 15 or better, or 16 to 20 with A1 or A2 in all five subjects. And a student who meets a course's cut-off can still miss it on a tie-breaker. MOE's example: two citizens with a net 15 for the same course, where the one with the lower gross score is posted.
Our JAE 2027 guide works through the aggregates, bonus points and how to order 12 choices.

Use the calculator above to work out your child's L1R5, L1R4 and net score with bonus points.
What are the JC cut-off points for 2027 entry?
The cut-off points for 2027 entry will be the 2027 JAE ranges, which MOE publishes on posting day, expected on 2 February 2027. Until then, the best guide is last year's: in the 2026 JAE the last student admitted to a JC Science course had a net L1R5 between 3 and 18, and to an Arts course between 5 and 20. For MI the cut-offs were 20 for all three courses on L1R4.

The full ranges and four-year history are in our JC cut-off points 2027 guide.
How does DSA-JC work?
Direct School Admission for junior colleges (DSA-JC) lets Sec 4 students apply to a JC on a talent, such as a sport, the arts, leadership or a language programme, before they sit the O-Level. A student who accepts an offer is admitted as long as they meet JC eligibility on their O-Level results. They then cannot take part in the JAE or move to another JC.
In 2026, for students entering JC1 in 2027, DSA-JC ran in two phases. In Phase 1, schools selected students and made offers from 29 June to 11 August, and students accepted by 5pm on 14 August. In Phase 2, schools made offers from 17 August to 7 September, and acceptances closed at 5pm on 11 September. A student could accept only one offer, and could not hold both a DSA-JC and a polytechnic EAE place. Families who changed their minds had until 5pm on 7 October 2026 to cancel and join the JAE instead.
Each JC lists its own DSA-JC talent areas on SchoolFinder. Catholic JC, for example, listed 24 for 2026, from badminton and canoeing to the English Language Elective Programme and leadership. Some schools take part only in Phase 1. The 2027 exercise, for students entering JC in 2028, is expected to follow the same months, from late June to early September 2027. Our DSA explained guide covers how to prepare.
What changes for JC admission from 2028?
From the 2028 intake, admission moves from the JAE to the Post-Secondary Admissions Exercise (PSE) for the first cohort of SEC students, and JCs start using L1R4 instead of L1R5. A student will need a gross L1R4 of 16 or better for a JC and 20 or better for MI, with every subject counted at the G3 level. The bonus cap falls from 4 to 3, with 2 more for a language elective programme.
So a student in Sec 4 in 2027 applies to JC on L1R4 in January 2028. A student in Sec 4 in 2026 uses L1R5 in the 2027 JAE. Our L1R4 for JC admission guide and our PSE 2028 guide cover the new rules.
Can international students study at a junior college in Singapore?
Yes. International students can apply for a JC or Millennia Institute in two ways. Those who sat the O-Level in Singapore take part in the JAE like everyone else, though citizens and then PRs are posted first when scores tie. Others apply directly to the JC or MI, in December according to MOE, and admission depends on vacancies and the school's own criteria. The AEIS entrance test is for primary and secondary school only.
International students pay higher fees than citizens, shown in the next section.
How much are JC fees in 2027?
JC and MI fees in 2027 are S$33 a month for a Singapore Citizen: a S$6 school fee and a S$27 miscellaneous fee. A Permanent Resident pays S$787 a month. An international student from an ASEAN country pays S$1,319.43, and one from elsewhere pays S$2,569.43. MOE's fees checker lists the same 2027 amounts as 2026, so non-citizen fees are not rising in 2027.

What are the key dates for JC admission in 2027?
The 2027 JAE starts when the final O-Level results come out, expected between 13 and 15 January 2027, and ends with posting results, expected on 2 February 2027. Dates marked tentative are MOE's own label. Last year's actual dates are given beside them.

How do you choose a junior college without a ranking?
This page does not rank junior colleges, and MOE publishes no JC ranking. A useful way to choose is to start from facts that affect your child directly: the subjects and combinations a school offers, the programmes your child wants, the journey from home, affiliation bonus points and how last year's cut-off compares with the expected score. Open houses in January are the best chance to see a school before choosing.
Subjects first. If your child wants Further Maths, Computing, Music, Theatre Studies or a third language, check the school offers it. Not every JC does.
Programmes. Language electives are chosen in the JAE itself and add 2 bonus points. Others are applied for after enrolment.
Journey. Check the travel time from home to the nearest MRT in the list above.
Affiliation. Two bonus points are only gained by putting the affiliated JC first, or first and second.
Spread your 12 choices. List a few courses whose cut-off is near or below the expected score as well as ones above it.
Campus moves. Four JCs change campus between December 2027 and January 2028.

Common questions
How many junior colleges are there in Singapore?
There are 16 junior colleges in Singapore in 2027, plus Millennia Institute. All 17 offer the A-Level, and two more schools, ACS (Independent) and St. Joseph's Institution, offer the IB Diploma through the JAE.
Which is the newest junior college in Singapore?
Eunoia JC, which took its first students in 2017 and has been on its Sin Ming campus in Bishan since 2020. The four merged colleges, Anderson Serangoon, Jurong Pioneer, Tampines Meridian and Yishun Innova, took their current names in 2019.
Which JCs have an IP?
Dunman High, Eunoia JC, Hwa Chong, National JC, Raffles Institution, River Valley High, Temasek JC and Victoria JC teach IP students in Years 5 and 6. All eight also take students through the JAE.
What is the difference between a JC and Millennia Institute?
A JC course takes two years and admits on L1R5. Millennia Institute takes three years, admits on L1R4 and offers a Commerce course as well as Arts and Science, leading to the same A-Level.
What L1R5 do I need to get into a JC?
To be eligible for a JC in the 2027 JAE you need a gross L1R5 of 20 or better plus the subject grades. In the 2026 JAE the last students admitted had net L1R5 scores from 3 to 20, depending on the course.
Can I get into a JC with an L1R5 above 20?
No, not through the JAE, since 20 is the JC limit. A student with a gross L1R4 of 20 or better can still apply to Millennia Institute.
Are JC fees the same at every JC?
Yes, for government and government-aided JCs and MI. In 2027 a citizen pays S$33 a month, a PR S$787 and an international student S$1,319.43 or S$2,569.43.
Can international students apply to JC?
Yes. Those with Singapore O-Level results can apply in the JAE, and others apply directly to the JC or MI in December, subject to vacancies and the school's criteria.
Is a DSA-JC place guaranteed?
Only if the student meets JC admission criteria on their O-Level results. A student who accepts a DSA-JC offer cannot then take part in the JAE.
Do all JCs offer H3 subjects?
H3 subjects are part of the A-Level curriculum, but each school decides which ones it runs. MOE SchoolFinder lists university-run H3 modules at 11 JCs and MI.
Which junior college is the best?
There is no official JC ranking, and MOE publishes none. The right school depends on your child's subjects, programmes, journey and score, which is why this page lists facts rather than a ranking.
Is the JAE still used for 2027 entry?
Yes. The 2027 JAE is the last one, using L1R5 for JCs. From 2028 the PSE uses L1R4 with a JC limit of 16.
