MOE School Fees 2027: Primary, Secondary and JC Fees for Citizens, PRs and International Students

Written by Tan Hong Ting · Reviewed by Theon Teo, Founder · editorial policy

The full 2027 MOE school fees table for primary, secondary, JC and Millennia Institute, for citizens, PRs and ASEAN and non-ASEAN international students, with what a year costs, how GIRO billing works, and the help available through Edusave, FAS and the Independent School Bursary.

In 2027 a Singapore Citizen pays S$13 a month at an MOE primary school, S$25 at a secondary school and S$33 at a junior college or Millennia Institute. Permanent Residents pay S$343, S$700 and S$787 a month at the same three levels. International students from ASEAN countries pay S$609.17, S$1,111.80 and S$1,319.43, and other international students pay S$1,049.17, S$2,211.80 and S$2,569.43. MOE's fees checker, updated on 16 October 2026, lists the same 2027 rates as 2026, so for now there is no rise for non-citizens in 2027, after three years of yearly increases. Autonomous schools add up to S$18 a month, and independent schools set their own fees.

These are the monthly amounts MOE shows for government and government-aided schools, read from the MOE fees checker on 26 October 2026. The total is what appears on the bill.

The odd cents for international students are GST. Their miscellaneous fee is the same S$13, S$20 or S$27 as everyone else's, with 9% added. The same applies to the autonomous school fee, which is up to S$18 for citizens and PRs and up to S$19.62 for international students.

The ASEAN rate covers students from countries such as Malaysia, Indonesia, the Philippines, Vietnam and Timor-Leste. Everyone else pays the higher international rate.

A non-ASEAN international student in secondary school pays about 88 times what a citizen pays for the same seat.

What a year costs: three families worked through

The fee is an annual sum spread over 12 months, so a year costs the monthly total times 12.

A citizen family with a Primary 4 child and a Secondary 2 child at an autonomous school charging the full S$18. The primary bill is S$13 a month, or S$156 a year, which Edusave covers with S$74 to spare at the 2026 contribution of S$230. The secondary bill is S$5 plus S$20 plus S$18, or S$516 a year. That child's S$290 of Edusave pays the S$240 of miscellaneous fees and S$50 of the S$216 autonomous fee. The family pays about S$226 in cash: the rest of the autonomous fee plus the S$60 school fee, which is not on MOE's list of Edusave uses. Older Edusave savings can reduce that.

A PR family with a child starting Primary 1 and a child in Secondary 3. S$343 plus S$700 is S$1,043 a month, or S$12,516 for the year. PR children have no Edusave, so all of it is paid by GIRO or cash. Our P1 registration guide covers how PR children are placed.

A non-ASEAN international student entering JC1. S$2,569.43 a month is S$30,833.16 a year. An ASEAN student pays S$15,833.16.

How non-citizen fees have moved since 2023

In October 2023 MOE set out rises for PRs and international students each January from 2024 to 2026: S$25 to S$60 a month a year for PRs and S$25 to S$140 for international students. Citizen school fees did not change. The table shows the school fee part only.

The 2027 column comes from the MOE fees checker, not a press release. As of 26 October 2026 we found no MOE announcement of a schedule beyond 2026. Past schedules came out in October, so check the MOE newsroom before budgeting for 2028.

One change hit every family. From 1 January 2024 MOE merged the two tiers of miscellaneous fees into one rate, doubling the standard fee from S$6.50 to S$13 in primary, S$10 to S$20 in secondary and S$13.50 to S$27 in pre-university.

How the monthly bill is collected

These are MOE's arrangements for primary, secondary, JC and Millennia Institute. Independent schools, MOE Kindergartens and SPED schools handle payment themselves.

  1. Set up GIROApply through MOE's eGIRO service with one of 11 listed banks. A Child Development Account cannot be used.
  2. Link Edusave for citizensEither parent logs in to the Student Finance System with Singpass and sets up an Edusave Standing Order.
  3. Expect nothing in JanuaryJanuary's fee is combined with February's and deducted on 26 February.
  4. Watch the 26thDeductions run on the 26th to December, or the next working day.
  5. Do not pay twiceA failed deduction rolls into next month's. Paying by hand on or after the 5th can cause a double payment.

Without GIRO, pay with the SGQR code on the latest bill.

Independent schools set their own fees

Independent schools such as Raffles Institution and Hwa Chong Institution, and specialised independent schools like NUS High, are outside the MOE table. MOE says they "set their own fees and structure". For scale, Hwa Chong's own page lists 2026 monthly school fees of S$300 for a citizen in Secondary 1 and 2, and S$350 from Secondary 3 through the college years. That is 10 to 14 times a citizen's government school bill. Our list of IP schools shows which IP schools are independent.

The Independent School Bursary, for citizens, works in income bands. Either household income or income per person can qualify you.

Independent School Bursary for secondary students, by monthly gross household income in S$
  1. Full waiver of school and miscellaneous fees0 to 4000Plus free textbooks and uniforms, S$21 a month for transport and meal subsidies for 10 meals a school week

  3. Pay S$37.50 a month5501 to 90001.5 times a government school
  4. 33% off school and miscellaneous fees9001 to 12000

The matching per person bands are S$1,000, S$1,375, S$2,250 and S$3,000. For independent JCs the middle bands are S$33 and S$49.50 a month, and the lowest band gets a S$1,600 yearly bursary. MOE Kindergarten fees, briefly

MOE Kindergarten charged S$160 a month for citizens and S$320 for PRs in 2026, payable in the June and December holidays too. Full day Kindergarten Care was capped at S$425 a month, a cap MOE says may change in 2027. 2027 MK fees are not yet posted.

Common questions

Are MOE school fees going up in 2027?

Not according to MOE's fees checker, which lists the same 2027 fees as 2026. Citizen fees have not changed since before 2023.

Do Singapore Citizens pay school fees in primary school?

There is no school fee for citizens in primary school. They pay only the S$13 miscellaneous fee a month, which Edusave can cover.

Can I pay school fees from Edusave?

Citizens can pay miscellaneous and autonomous fees from Edusave with a Standing Order. The S$5 or S$6 school fee is not on MOE's list, and only citizens have Edusave.

Why is there no GIRO deduction in January?

January and February fees are combined and deducted on 26 February. Deductions run to December because the yearly fee is spread over 12 months.

What income qualifies for MOE Financial Assistance?

Gross household income of S$4,000 a month or less, or S$1,000 per person or less. The Independent School Bursary goes up to S$12,000, or S$3,000 per person.

How much more does an autonomous school cost?

S$3 to S$18 a month on top of the standard fees, or up to S$19.62 with GST for international students. Citizens can pay it from Edusave.
