The Post-Secondary Admissions Exercise (PSE) replaces the JAE in January 2028 for students who sit the SEC in 2027. Here is the official 2027 JAE against 2028 PSE comparison, the timeline, a worked example and what it means for choosing G2 or G3.
PSE 2028, the Post-Secondary Admissions Exercise, is the single exercise that replaces the JAE for Singapore students who sit the SEC in 2027. MOE announced it on 3 March 2026. It folds six exercises into one, so JC, Millennia Institute, polytechnic, PFP and ITE Higher Nitec places are all applied for on one Post-Sec Portal. SEC results come out in mid-January 2028, applicants get six calendar days to rank up to 12 choices, and posting results arrive by early February. Choice order now breaks ties, JC needs a G3 L1R4 of 16 or below, and the polytechnic limit tightens to a net ELR2B2 of 22.
How the 2028 PSE compares with the 2027 JAE, rule by rule
The 2028 PSE keeps the JAE's shape in Singapore: January results, a six-day window and posting by merit on a net aggregate. Who takes part, how ties break and every route's aggregate rule all change. The table sets the 2027 JAE (last O-Level cohort) against the 2028 PSE (first SEC cohort), from MOE and ITE pages read on 30 October 2026.

2, only for Sec 4 and 5 graduates of affiliated schools
Every limit is "or below". The JAE's 12-choice limit is from ITE's 2026 JAE FAQ and its tie-break order from MOE (12 Mar 2026).
Which six admissions exercises does the PSE replace?
The PSE replaces six stream-based Singapore exercises, according to MOE's press release of 3 March 2026. Express and Sec 5 N(A) students used the JAE, or JIE 'O' for 3-Year Higher Nitec. Sec 4 N(A) students used the PFPAE, JIE 'H' and JIE 'N'. Sec 4 N(T) students used JIE 'N' and JIE 'E'.
From 2028 one list of 12 can mix a JC course, a diploma, a PFP cluster and a Higher Nitec course. Arts diplomas stay outside, applied for directly at NAFA and LASALLE.

How choice order now breaks a tie for the last place
Choice order is the one new posting rule in the 2028 PSE. When two Singapore applicants share a net aggregate for the last place in a course, MOE checks citizenship, then how high each ranked the course, and only then gross aggregate and a ballot (MOE, 3 Mar 2026).
Two Singapore Citizens both have a net L1R4 of 10 for the last place in one JC Science course. A ranked it first, with a gross of 12. B ranked it third, with a gross of 11. Under the 2027 JAE order, B wins on the lower gross. Under the 2028 PSE order, A wins on choice order.
The lesson: put the course you most want first, not the one that feels safest.
How many G3 subjects each PSE route needs
The 2028 PSE criteria turn on how many of a Singapore SEC student's subjects are at G3. JC and MI count only G3 subjects, polytechnic allows one G2, and PFP and 2-Year Higher Nitec read every grade as G2 (MOE PSE pages, 16 Mar to 22 Sep 2026).
Route

Subjects that must be G3

Millennia Institute

Polytechnic diploma
ELR2B2 net, 22 or below
4: EL, 2 relevant, best other. B2 may be G2
PFP

ITE 2-Year Higher Nitec
ELMAB3 gross on G2 grades, 19 or below

JC also needs G3 English A1 to C6 and G3 Maths or Additional Maths A1 to D7, while Mother Tongue can be met at G2 grade 1 to 5 or G1 A to D. Our L1R4 guide covers the JC aggregate in full.
When a G3 grade is read as a G2 grade, MOE uses this table (polytechnic page, 23 Jun 2026). Some third-party tables differ.

A G3 grade 9 cannot be used for polytechnic or PFP. MOE allows a G2 subject in the polytechnic B2 slot but has not yet set out how its points are counted in the ELR2B2, and the overall limit tightened from 26 to 22. Check both against the 2028 course requirements once MOE publishes them.
A worked example: one set of SEC results, four PSE routes
A worked example shows why the fifth G3 subject matters in the 2028 PSE. Arif, a Singapore student sitting the SEC in 2027, takes English A2, Mathematics B3, Chemistry B3 and Combined Humanities B4 at G3, plus Malay grade 1 and Art grade 2 at G2. His LEAPS attainment of Good is worth 1 CCA point.
1JC and MI: not eligibleL1 English 2, R1 Combined Humanities 4, R2 Maths 3, R3 Chemistry 3. R4 must be a G3 subject and none is left, so there is no L1R4.
2Polytechnic: eligibleWhere Maths and Chemistry are the relevant subjects: English 2, Maths 3, Chemistry 3, B1 Combined Humanities 4, B2 Malay G2 grade 1. Gross 13, net 12, inside 22.
3PFP: eligibleRead as G2: English 1, Maths 1, then Malay 1, Chemistry 1 and Combined Humanities 2. Gross 6, inside 12.
4ITE 2-Year Higher Nitec: eligibleThe same ELMAB3 of 6, inside 19.
Now change one thing. Had Arif taken Malay at G3 and scored B3, it would fill R4 at 3 points, for an L1R4 gross of 15, inside the JC limit of 16. The fifth G3 subject is the gate.
Each polytechnic course sets its own relevant subjects. Our L1R5 and L1R4 calculator works out the JC numbers for your own grades.
If your SEC results look like this, which PSE route fits?
The right PSE route for a Singapore SEC student depends first on how many subjects are at G3, then on the aggregate. Meeting a route's criteria is not a place, because places still go by merit.

Bonus points in the PSE: a cap of 3 and a narrower affiliation rule
JC bonus points in the 2028 PSE are capped at 3, down from 4, plus 2 for a Chinese, Malay or Tamil Language Elective Programme (MOE JC and MI page, 28 Jul 2026). The bonus types themselves are unchanged.
A student with CCA Excellent applying to an affiliated JC had 4 points off under the JAE and has 3 off under the PSE. The affiliation bonus has not been dropped, but it now applies only to Sec 4 and 5 graduates of affiliated schools who put that JC first, or first and second. Polytechnic, PFP and ITE count CCA points only, up to 2.
What the PSE means for a Sec 3 student choosing G2 or G3 now
Singapore students in Sec 3 in 2026 are the first SEC cohort and apply in the 2028 PSE. For them a subject level is an admissions decision, not only a difficulty one. JC and MI need five G3 subjects in the right groups, polytechnic needs four, and PFP and ITE need none.
Ask whether the subject you might move to G2 is one the target route counts. A sixth or seventh subject costs far less to move than English, a Humanities or a Maths or Science subject. A G2 subject still fills the polytechnic B2 slot and counts directly for PFP and ITE. Whether a level can still change is a school decision, so ask early.
Sec 4 N(A) students taking a fifth year in 2027 can combine 2026 N-Level and 2027 SEC results, and MOE uses the better grade of a subject taken at both levels. Our guides to choosing G1, G2 or G3 and Full Subject-Based Banding cover the school side.
What MOE has not announced yet, and where other sites disagree
MOE has not published exact 2028 PSE dates, only months. Course lists, entry requirements and score ranges for SEC students are due in mid-2027. The 2027 DSA-JC, Poly-EAE and ITE-EAE dates, and how Poly-EAE will assess the SEC cohort, are not yet announced.
Common questions
Is there still a JAE in 2028?
No. MOE said on 3 March 2026 that the PSE replaces the JAE from 2028, so the 2027 JAE is the last.
Who can apply in the PSE 2028?
Anyone who sat the SEC at G1, G2 or G3, including school candidates of any nationality. Private candidates must be Singapore Citizens or PRs and can use GCE results, SEC results or both.
How many choices can I make in the PSE?
Up to 12, ranked, as in the JAE. Because choice order now breaks ties, the ranking matters more.
Does a G2 subject count for JC admission?
Not in the L1R4, which must be all G3, though a G2 Mother Tongue at grade 1 to 5 meets the JC Mother Tongue requirement.
When will 2028 JC and poly cut-off points be known?
MOE says to check back in mid-2027 for 2028 course information. Until then, the 2027 JC and 2027 poly figures rest on O-Level rules.
Do DSA-JC and Poly-EAE still happen for the SEC cohort?
Yes, with ITE-EAE, before the SEC exams. Their 2027 dates are not yet announced.
