Mother Tongue exemption in Singapore is granted by MOE only to children returning from overseas or with severe special educational needs. Here is who qualifies, how to apply in primary and secondary school, how the PSLE Score is worked out, and what it means for the SEC, JC, poly and university.
Mother Tongue exemption in Singapore is MOE's permission for a student in a mainstream school not to study or sit Chinese, Malay, Tamil or another approved Mother Tongue. MOE grants it only to children returning from overseas without a chance to learn an official Mother Tongue, and to children with special educational needs who have severe difficulty coping with learning overall. You apply through the school, before the first quarter of the national exam year.
Below: who qualifies, exemption against a language in lieu, how to apply, the PSLE Score, and what follows at the SEC, JC, poly and university. Rules are from MOE, the schools and the universities, as of 7 Nov 2026.
MOE decides each case individually and holistically, based on what is in the child's best educational interests. It looks at different things for each group:
Ground
What MOE considers
Returning from overseas
How long the child lived abroad and where, whether they were exposed to an official Mother Tongue, a Non-Tamil Indian Language or an approved language there, and how demanding the Mother Tongue syllabus is at the level the child is joining
Special educational needs
The child's overall learning ability, their school level, and the school's own assessment of how they are learning
International students in MOE schools must take a Mother Tongue like everyone else. MOE's page for them says all students in mainstream schools must take a Mother Tongue Language, and that you can apply for exemption through the school's Principal after admission, considered case by case. MOE's exemption page has no separate category for them, so the overseas ground, or a language in lieu, is the route to discuss with the school.
What is the difference between exemption and taking a foreign or Asian language instead?
Exemption means your child studies no Mother Tongue at all. A language in lieu means your child replaces Chinese, Malay or Tamil with another MOE-approved language, studies it privately, and sits a national exam in it at O-Level, SEC or A-Level, where the grade counts as their Mother Tongue. MOE allows a language in lieu for children who lived overseas for a long time, fell behind in Mother Tongue, or had formal lessons in that language.
How do I apply for Mother Tongue exemption in primary school?
You apply at your child's primary school, not to MOE directly. MOE's deadline is before the first quarter of the year your child sits the PSLE, and it asks that the child first try an official Mother Tongue for a semester. The school sends the application to MOE, and the school tells you the outcome. MOE publishes no fixed processing time, so start early in Primary 5 if you can.
1Talk to the form teacher and the Mother Tongue head of departmentAsk how your child is coping and whether a lower level, such as Foundation Mother Tongue in P5 and P6, would work first
2Try an official Mother Tongue for at least a semesterMOE strongly encourages this and says it does not hurt the application
3Ask the school for the MOE application formSchools hold the forms. Exemption forms posted on school websites have been labelled Form 2-EXPT
4Gather supporting documentsOverseas school reports and dates for returnees. Professional and school reports for special needs
5Submit through the school before Q1 of the PSLE yearFor the 2027 PSLE, before the start of 2027. For the 2028 PSLE, before the start of 2028
6MOE's panel decides and the school informs youIf it is refused, ask the school about an appeal. MOE's panel also hears appeals
A child returning mid-way through primary school can apply once they join. MOE weighs the level they are joining, since later levels assume years of earlier learning.
How do I apply in secondary school, and does a primary exemption carry over?
An exemption granted in primary school stays valid in secondary school, so you do not reapply. Secondary schools may ask for the MOE exemption letter during Secondary 1 registration in late December. A child who simply did not sit Mother Tongue at the PSLE is not automatically exempted. A new application in secondary school goes through the school, before the first quarter of the year of the SEC Mother Tongue exam.
Students already taking French, German or Japanese in lieu in primary school continue it in secondary school, often at the MOE Language Centre. One secondary school's 2026 Sec 1 briefing asked these families to send the language form, called Form 5-AsLFL, by 27 December 2025, and asked parents wanting a fresh exemption to contact the school by 6 March 2026.
For the 2027 SEC, MOE's deadline means a Secondary 4 student applying now has to do so before the start of 2027. MOE names the SEC from 2027 alongside the PSLE, O-Level, A-Level and IB Diploma as the exams the deadline applies to.
When are the deadlines for the 2027 and 2028 cohorts?
MOE sets one rule for every level: apply before the first quarter of the year of the national Mother Tongue exam. The first quarter starts on 1 January, so we read this as before the exam year begins. If you are close to it, ask the school, and leave several months, since MOE publishes no processing time.

How is the PSLE Score worked out for an exempted child?
An exempted child sits English, Maths and Science only. For Secondary 1 posting, MOE gives them an assigned Mother Tongue score of AL6, AL7 or AL8, set by looking at the Mother Tongue results of other students who scored similarly in English, Maths and Science. The PSLE Score is then the three real ALs plus the assigned AL, on the usual 4 to 32 scale.
MOE's PSLE scoring page says the AL6 to AL8 range keeps parity with students who take Foundation Mother Tongue, whose results also fall in that range. The same assigned score applies to children taking a foreign or Asian language in lieu, because those languages are not examined at the PSLE. Our PSLE AL scores guide covers the full AL scale and Posting Groups.

Worked example. Daniel returned from Germany in Primary 4 and was exempted. He scores AL3 in English, AL2 in Maths and AL3 in Science, a sum of 8. MOE assigns him AL6, AL7 or AL8 based on peers with similar results. If it is AL6, his PSLE Score is 8 + 6 = 14. If it is AL8, it is 16. Either way he is in Posting Group 3, but his score cannot go below 14.
That ceiling matters for schools whose cut-offs are in single digits. An exempted child can also apply through Direct School Admission, where schools choose students on talent before PSLE results are out.
Type the three real ALs plus AL6 into our calculator to see the best case, then AL8 for the worst case.

What alternatives does MOE offer instead of exemption?
For a child who copes with school but finds Mother Tongue hard, MOE points to easier levels of the subject rather than exemption. In Primary 5 and 6 that is Foundation Mother Tongue, which puts more weight on speaking and listening and less on writing. In secondary school under Full Subject-Based Banding, Mother Tongue can be taken at G1, G2 or G3.

A Foundation grade A, B or C counts as AL6, AL7 or AL8, the same range an exempted child is assigned. So for PSLE posting the two routes land in the same place, but a Foundation pupil keeps learning the language and keeps more choice later. See our Foundation vs Standard subjects guide and our SEC Mother Tongue 2027 guide for those levels.
What does exemption mean for the SEC, the JAE and polytechnic?
An exempted student does not sit a Mother Tongue paper at the SEC or O-Level, so their aggregates are built from other subjects. The JC aggregate L1R5, the 2028 L1R4 and the polytechnic ELR2B2 all have no slot that must be Mother Tongue. What MOE does not publish is how the separate JC Mother Tongue grade rule applies to an exempted student, so confirm that with MOE or the JC.
Here is how each aggregate is built, from MOE's pages:
Aggregate

Slots
Needs Mother Tongue?
L1R5 (2027 JAE)
JC, gross 20 or below
English or Higher Mother Tongue, 1 humanities, 1 maths or science, 1 more of those, 2 best others
No. Mother Tongue only enters as a best subject

L1R4 (2027 JAE)
MI, gross 20 or below

Besides the aggregate, JC and MI applicants must meet subject grades. MOE's list includes any one Mother Tongue at G3 A1 to D7, or Higher Mother Tongue A1 to E8, with lower minimums at G1 and G2, and a Mother Tongue in lieu at A1 to D7. Neither MOE's JAE page nor its PSE page says how a student with an MOE exemption is treated against that line. Ask MOE or the JC before relying on it, and keep the exemption letter ready for the posting exercise.
Do exempted students need Mother Tongue in junior college?
No. Exempted students do not take Mother Tongue in JC either. MOE's exemption rules cover junior college and Millennia Institute, with the same deadline before the first quarter of the A-Level or IB exam year. A JC's own Mother Tongue page lists officially exempted students among those who do not take Mother Tongue at A-Level.
Catholic Junior College sets out the groups that do not take Mother Tongue in JC1: students with D7 or better in O-Level Higher Mother Tongue, and students officially exempted. It adds that students approved to take Burmese or Thai at O-Level have to apply for exemption at A-Level, and that first-time exemption applications in JC go through the college. Students approved for another language in lieu do not reapply and continue it at A-Level where offered.
Can an exempted student still get into NUS or NTU?
Yes. NUS and NTU both list an MOE-approved exemption as one way to meet their Mother Tongue requirement, alongside an S grade in H1 Mother Tongue, D7 in O-Level Higher Mother Tongue, a Pass in Mother Tongue 'B', or a pass in an approved language in lieu. Applicants without any of these can still be admitted but must meet the requirement before graduating.

NTU

May still apply without prejudice. Must meet the requirement before graduating. For applicants away from Singapore's system for several years, NTU applies to MOE for exemption on their behalf after an offer
NTU says it needs academic transcripts from the two years before university for that application, and that MOE does not accept direct applications from students. For how H1 Mother Tongue can lift the University Admission Score, see our A-Level rank points guide and university admission guide.
What should a Mother Tongue exemption request letter include?
MOE publishes no template letter. Schools use MOE's own application forms, so ask the school for the form first and use a covering letter only to add context. A clear letter states which of MOE's two grounds applies, gives the facts that MOE says it weighs, lists the documents attached, and says whether your child has tried an official Mother Tongue for a semester.
Use this checklist. It is built from the factors on MOE's page, not from official wording.
Your child's details. Full name, school, level and class, as the school records them.
What you are asking for. Exemption, or a named language in lieu (French, German, Japanese, Arabic, Burmese or Thai), with who will teach it.
The ground. Returning from overseas, or special educational needs.
For returnees. Countries and dates lived abroad, schools attended, languages studied there, and the level your child joined in Singapore.
For special needs. The professional assessment or report you have, how your child copes with learning overall, and the support the school already gives.
Mother Tongue history. Any lessons taken, for how long, and whether your child tried an official Mother Tongue for a semester as MOE suggests.
Attachments. Overseas school reports, professional reports, and any earlier MOE letters.
The exam year. Which national exam is coming, so the school can check MOE's deadline.
Your contact details and the date.
Keep copies of everything. The MOE approval letter is the document secondary schools, JCs and universities will ask for later.
Key terms
Mother Tongue Language (MTL): Chinese, Malay or Tamil, or for non-Tamil Indian students one of Bengali, Gujarati, Hindi, Punjabi or Urdu.
Exemption: MOE approval for a student not to study or sit any Mother Tongue.
MTL in lieu: An approved foreign or Asian language studied privately and examined in place of Mother Tongue.
Assigned MTL score: The AL6, AL7 or AL8 MOE gives an exempted child for PSLE posting, based on peers with similar English, Maths and Science results.
Foundation Mother Tongue: The easier P5 and P6 Mother Tongue level, graded A to C and counted as AL6 to AL8.
Mother Tongue 'B': A simpler JC and MI Mother Tongue course for students who took a lower level, where a Pass meets the university requirement.
L1R5 and L1R4: The JC and MI aggregates, from English or Higher Mother Tongue plus relevant and best subjects.
ELR2B2: The polytechnic aggregate, from English, two relevant subjects and two best subjects.
Provisional admission: NUS admission for a student who meets every requirement except Mother Tongue, which must be met before graduation.
When does a tutor help with Mother Tongue exemption?
A tutor cannot get a child exempted, because only MOE decides. Where tuition helps is the step before: a returning child who is behind in Chinese, Malay or Tamil, or a child moving to Foundation or G2 Mother Tongue, can often keep the subject with focused support, which leaves more choices open at JC and university. For an exempted child, the help that counts is in English, Maths and Science, since those three ALs now carry the whole PSLE Score.
Common questions
Can my child be exempted from Mother Tongue because it is too hard?
No. MOE grants exemption only to overseas returnees with no chance to learn an official Mother Tongue and to children with severe special needs affecting overall learning. Struggling children are offered Foundation Mother Tongue or a lower level instead.
How is the PSLE Score calculated if my child is exempted from Mother Tongue?
Your child's English, Maths and Science ALs are added to an assigned Mother Tongue AL of AL6, AL7 or AL8. MOE sets the assigned AL from peers with similar results in the other three subjects.
Can an exempted child get a PSLE Score of 4?
No. The best assigned Mother Tongue AL is AL6, so the best possible score is 9, with AL1 in English, Maths and Science.
When is the deadline to apply for Mother Tongue exemption for the PSLE?
Before the first quarter of the PSLE year, through the primary school. For the 2027 PSLE, that means before the start of 2027.
Do we need to reapply for exemption in secondary school?
No. An MOE exemption from primary school stays valid in secondary school. Give the school the MOE letter at Secondary 1 registration.
Is not taking Mother Tongue at PSLE the same as being exempted?
No. Only an MOE exemption letter exempts a child, and secondary schools ask for it.
Can international students be exempted from Mother Tongue?
They can apply through the Principal after admission, and MOE decides case by case. All students in mainstream schools must otherwise take a Mother Tongue.
What is the difference between exemption and a foreign language in lieu?
An exempted child studies no Mother Tongue. A child with a language in lieu studies French, German, Japanese, Arabic, Burmese or Thai privately and sits it at O-Level, SEC or A-Level as their Mother Tongue.
Does Mother Tongue exemption stop my child from going to JC or poly?
The JC and poly aggregates do not require a Mother Tongue subject. MOE does not publish how exempted students meet the separate JC Mother Tongue grade, so confirm with MOE or the JC.
Will exemption affect university admission?
NUS and NTU accept an MOE-approved exemption as meeting their Mother Tongue requirement. Upload or submit the MOE letter when you apply.
Can I appeal if MOE rejects the application?
Yes. MOE has said its specialist panel assesses appeals as well as applications. Ask the school how to lodge one.
