Millennia Institute (MI) runs Singapore's only 3-year A-Level course. Here is who it suits, how the L1R4 entry rule and cut-offs work, what Arts, Commerce and Science students study, what it costs, and how MI compares with a JC, for 2027 and 2028 entry.
Millennia Institute (MI) is Singapore's only centralised institute, a government pre-university school in Bukit Batok that takes students through the GCE A-Level over 3 years instead of a junior college's 2. Students qualify with a gross L1R4 of 20 or better. In the 2026 JAE, all three MI courses, Arts, Commerce and Science, admitted students up to a net L1R4 of 20.
This guide covers what MI is, who it suits, how entry works for the 2027 JAE and the 2028 Post-Secondary Admissions Exercise, the subjects in each stream, fees, and how MI compares with a JC. Every rule is from MOE or MI's own pages, checked on 7 November 2026.
What is Millennia Institute?
Millennia Institute is a government pre-university school at 60 Bukit Batok West Avenue 8, near Bukit Batok MRT. MI describes itself as "currently the only Centralised Institute in Singapore". It was formed in 2004 by merging Outram Institute and Jurong Institute, and it offers a 3-year course leading to the Singapore-Cambridge GCE A-Level, in Arts, Commerce and Science streams.
A centralised institute is a pre-university school that spreads the A-Level over three years instead of two. Outram Institute, founded in 1987, was the first to offer the 3-year course, and Jurong Institute followed in 1989. After the 2004 merger, MI ran on the old Toh Tuck and Bartley campuses until it moved to its purpose-built Bukit Batok campus in December 2006.

3-year GCE A-Level (Years called PU1, PU2 and PU3)
MI suits a student who wants the A-Level and a university route but would benefit from an extra year to build up to it. In practice, that is often a student whose L1R5 is above the JC limit of 20 but whose L1R4 is 20 or better, or a student who wants Commerce subjects that no JC offers. MI says its course is "well-paced" and mostly classroom-based.
MI fits well when your child:
Misses the JC cut but clears MI. A gross L1R5 above 20 rules out JC in the 2027 JAE. MI counts one fewer subject, so many of these students still qualify.
Wants Accounting or Business at A-Level. Principles of Accounting and Management of Business are taught at A-Level only at MI.
Learns better at a steadier pace. The content is the same A-Level syllabus, spread over three years, with average classes of 26 in the second and third years.
Wants university but not a diploma. A polytechnic diploma also leads to university, but through applied, module-based study. MI keeps the exam-based A-Level route.
MI fits less well if your child already has a JC course they like, or learns best hands-on. Our O-Levels done: JC or poly guide covers the JC versus poly choice in depth.
How do you get into Millennia Institute?
Students with O-Level results apply to MI through the Joint Admissions Exercise (JAE), choosing an MI course in their list of up to 12 choices. To be eligible in the 2027 JAE, the gross L1R4 must be 20 or better and the student must meet three subject grade requirements. Places are then given by net L1R4, the best scores first. There is no separate application form for MI.
These are MOE's two criteria for MI in the 2027 JAE:

English
A1 to C6
Mathematics
Mathematics or Additional Mathematics, A1 to D7

L1R4 for MI in the 2027 JAE is built like this:
Part
Subject
L1
English or Higher Mother Tongue
R1, R2
The two best subjects from Humanities, Mathematics or Science
R3, R4
The two best remaining subjects of any kind
Religious Knowledge cannot count. Higher Mother Tongue and Mother Tongue in the same language cannot both be used, and 'B' syllabus grades cannot count towards the score. Source: MOE, JAE admission for JCs and MI and MI, Admission.
L1R4 is not ELR2B2. ELR2B2 is the polytechnic aggregate, with a net cap of 26 in the 2027 JAE, and it has no role in MI admission. A student can qualify for MI, a polytechnic, or both, and list both in the same JAE form.
What bonus points count for MI?
Bonus points are taken off the gross L1R4 to give the net L1R4 used for posting. MI allows up to 4 bonus points in the 2027 JAE, but no affiliation points, because no secondary school is affiliated to MI.

The gross L1R4 must still be 20 or better before any bonus points. Our LEAPS 2.0 and CCA bonus points guide explains how the CCA grade is worked out.
A worked example
Take a student with these O-Level grades: English B3, Mathematics B4, Science (Physics, Chemistry) C5, Combined Humanities C6, Chinese B3 and Principles of Accounts C5, with a Good CCA grade.
L1R4 for MI: English 3, then R1 and R2 as Mathematics 4 and Science 5, then R3 and R4 as Chinese 3 and Principles of Accounts 5. Gross 20, net 19 after 1 CCA point.
L1R5 for JC: English 3, Humanities 6 (R1 must be a Humanities subject), Mathematics 4, Science 5, then Chinese 3 and Principles of Accounts 5. Gross 26, above the JC limit of 20.
This student cannot apply to any JC in the 2027 JAE but is eligible for MI. A net 19 sits inside all three of MI's 2026 ranges. Check any set of grades with the calculator below, which works out L1R5, L1R4 and ELR2B2.
Calculate your L1R4, ELR2B2 or L1R5
Pick your admissions year, then enter English and your other subjects with their grades. The calculator picks the subjects the way MOE counts them.
For the first SEC cohort: sitting the SEC in 2027 and applying in the 2028 Post-Secondary Admissions Exercise (PSE), which MOE runs in place of the JAE.
Other subjects
Set each subject's level. JC and MI count G3 subjects only.
A student who misses the English, Mathematics or Mother Tongue grade can still be admitted to MI on condition. MOE allows this with a gross L1R4 of 15 or better, or 16 to 20 with A1 or A2 in all four relevant subjects. An Absent grade in the subject rules it out.
The student then re-sits that subject at the next O-Level and must pass by the end of Year 1 at MI. If they still miss it, MOE gives one more year. A student who has not passed by the end of Year 2 must leave MI.
What is the Millennia Institute cut-off point?
In the 2026 JAE, MI's cut-off points (the net L1R4 of the last student admitted) were 20 for Arts, Commerce and Science. Commerce and Science still had places after posting, so MOE shows their cut-off as 20, the most an MI-eligible student can have. The best scores admitted were 10 for Arts and Commerce and 9 for Science.

Two points matter when reading these numbers. First, a cut-off of 20 in 2026 does not promise a place at 20 in 2027. MOE says the 2026 scores are "only used as a reference" and the 2027 ranges depend on this year's results and choices. Science was 17 for three years running before 2026. Second, a lower number is a better score, so a Science cut-off of 17 means students with net 18 to 20 missed out that year.
The 2027 JAE ranges appear in SchoolFinder on posting results day, expected Tuesday 2 February 2027. For every JC's figures, see our JC cut-off points 2027.
What subjects can you take at Millennia Institute?
Every MI student takes General Paper, Project Work, a Mother Tongue and four content subjects: three at H2 and one at H1. Every student, in any stream, must take H1 or H2 Mathematics. MI lists 28 subject combinations across its Arts, Commerce and Science streams as of 16 January 2026, and students are allocated to combinations by academic merit and the places available.

H2 Maths without A-Math is allowed, but A-Math content is assumed and not taught, so the student must close that gap alone.
No O-Level prerequisite for H2 Art, History, Geography, Literature or Principles of Accounting.
H2 History with H2 Geography is not offered as a pair.
Commerce gives no university priority. Taking Commerce subjects does not earn priority for accountancy or business degrees. Admission is on merit, and those courses need at least H1 Mathematics.
H3 in the third year. Students with excellent results at the end of PU2 can apply for an H3 in PU3: NUS-MOE Humanities and Social Science Research, SMU Game Theory or NTU Semiconductor Physics and Devices.
MI does not list Further Mathematics or Computing. For how H1 and H2 subjects fit together, read our JC subject combination guide.
Millennia Institute vs JC: what are the differences?
The main difference is time: MI takes 3 years to the A-Level and a JC takes 2. Both lead to the same GCE A-Level certificate and the same University Admission Score. MI accepts a gross L1R4 of up to 20 in the 2027 JAE, while JCs need a gross L1R5 of 20 or better. MI also offers Commerce, which no JC does.

MOE does not publish A-Level results or university places school by school, so there is no official figure comparing MI and JC outcomes. What is official is that universities treat the A-Level the same way wherever it was taken. For a full picture of the JCs themselves, see our list of junior colleges in Singapore.
Which is better for your child? If your child qualifies for a JC course they want and copes well with a fast pace, a JC saves a year. If they qualify only for MI, want Commerce, or would do better with more time per topic, MI gives the same qualification. The extra year also means starting university a year later.
Is the A-Level at Millennia Institute the same as in a JC?
Yes. MI students sit the same Singapore-Cambridge GCE A-Level examination as JC students, set by SEAB with Cambridge, and receive the same certificate. MI's course leads to "the GCE A-Level certification", in MI's own words. Universities compute the same University Admission Score for an MI student as for a JC student, with no adjustment for the extra year.
The University Admission Score counts three H2 subjects and H1 General Paper out of 70 points. H2 grades score A 20, B 17.5, C 15, D 12.5 and E 10. H1 grades score half of that. The H1 content subject and H1 Mother Tongue are added, and the total rebased to 70, only if they raise the score. A Pass in Project Work is needed for the autonomous universities.
MI charges the same monthly fees as every government JC, set by MOE. In 2026 a Singapore Citizen pays S$33 a month (S$6 school fees plus S$27 miscellaneous fees), a Permanent Resident pays S$787, and international students pay S$1,319.43 (ASEAN) or S$2,569.43 (non-ASEAN). How does entry to Millennia Institute change from 2028?
Students who sit the new SEC in 2027 apply in the 2028 Post-Secondary Admissions Exercise (PSE), not the JAE. MI's limit stays at a gross L1R4 of 20, but MOE says every subject used in the aggregate must be taken at G3, the old O-Level standard. The bonus cap drops from 4 to 3, and R1 must be a Humanities subject.

MOE says the fifth year "will continue to be available for eligible students to pace their learning and take subjects at a more demanding level". The PFP is a one-year course, offered by all five polytechnics for students with G2 or G3 subjects, as an alternative to Sec 5. MOE says the PFP intake could rise from about 600 to around 2,600 students a year from 2028, if all newly eligible students take it up. Source: MOE, Full SBB FAQ and MOE, PSE.
When are the key dates for MI entry in 2027 and 2028?
The O-Level cohort applies to MI in the 2027 JAE, and the first SEC cohort in the 2028 PSE. MOE lists the 2027 JAE dates as tentative, and these are the dates it has published, with the 2026 actual dates for comparison.

Moves are possible, but only through set routes. A student conditionally admitted to a JC who fails to pass the missing subject by the end of JC1 is moved to Year 2 of an MI course. After posting, a student can appeal directly to MI or a JC. A current MI student can also apply to a polytechnic through the JAE with their O-Level results.

Should my child choose Millennia Institute? A checklist
MI is a good choice when your child wants the A-Level, qualifies on L1R4, and would use an extra year well. It is a weaker choice when your child is drawn to applied, hands-on learning, or already has a JC place they want. Work through these questions together before you rank MI in the JAE or PSE list.
1Check eligibilityGross L1R4 of 20 or better (2027 JAE), with English, Maths and Mother Tongue grades met. From 2028, all aggregate subjects at G3

When does a tutor help with Millennia Institute?
Most students who need help at MI need it in PU1, when the jump from O-Level to A-Level is sharpest, and in subjects with assumed knowledge, such as H2 Mathematics without A-Math. Before entry, the gap that matters is the L1R4: one grade in one subject can move a student across the limit of 20.
The Singapore Syllabus can arrange JC tuition for MI students in A-Level subjects, and SEC tuition for students working towards the L1R4 they need.
Key terms
Centralised institute: a pre-university school that runs a 3-year A-Level course, of which MI is the only one in Singapore.
JAE: the Joint Admissions Exercise, through which O-Level holders apply to JCs, MI, polytechnics and ITE, up to the 2027 intake.
PSE: the Post-Secondary Admissions Exercise, which replaces the JAE for SEC holders from 2028.
L1R4: English or Higher Mother Tongue plus four relevant subjects, the aggregate MI uses for entry.
Gross and net aggregate: gross is the sum of the grades, and net is gross minus bonus points.
Cut-off point: the net score of the last student admitted to a course in a given year.
PU1, PU2, PU3: the three pre-university years at MI.
H1, H2, H3: A-Level subject levels, where H1 is half an H2 in content and H3 is an extension of an H2.
G3: the most demanding SEC subject level, graded like the O-Level and required for MI entry from 2028.
Conditional admission: a place given to a student who misses a subject grade, on condition they pass it within a set time.
Common questions
Is Millennia Institute a JC?
No. MI is a centralised institute, a separate kind of pre-university school. Its students sit the same GCE A-Level as JC students but over 3 years instead of 2.
What L1R4 do you need for Millennia Institute?
A gross L1R4 of 20 or better, plus English A1 to C6, Mathematics A1 to D7 and a Mother Tongue pass. In the 2026 JAE, all three MI courses admitted students up to a net 20.
What was the Millennia Institute cut-off in 2026?
Net L1R4 of 20 for Arts, Commerce and Science. Commerce and Science had places left, so MOE shows them as 20. In 2025 the cut-offs were 19, 19 and 17.
Is MI easier than JC?
The exam is not easier. MI students sit the same A-Level papers, but they have three years to cover the syllabus instead of two.
Do universities treat MI students differently?
No. Universities use the same University Admission Score out of 70 for MI and JC students. The extra year does not change how the A-Level is scored.
Can I go to MI with an L1R5 above 20?
Yes, if your L1R4 is 20 or better and you meet the subject grades. MI counts one fewer subject than the JC L1R5, so many students above the JC limit still qualify.
What is the Commerce stream at MI?
It is an A-Level stream built around Principles of Accounting and Management of Business, usually with Economics. MI is the only school that offers these two subjects at A-Level.
Can N(A) students go to Millennia Institute?
Not with N-Level results. An eligible N(A) student can take Sec 5 in 2027, sit the SEC, and apply to MI in the 2028 PSE with G3 grades.
Can G2 subjects count for MI from 2028?
Only as the Mother Tongue requirement, where G2 grade 1 to 5 is accepted. Every subject in the L1R4 must be at G3.
How much does MI cost a month?
In 2026, S$33 for a Singapore Citizen and S$787 for a PR. MI's fees are the same as a government JC's.
Can I move from MI to a polytechnic?
Yes. A current MI student can apply to polytechnic courses in the next JAE with their O-Level results, but cannot apply to MI again.
