Higher Mother Tongue (Higher Chinese, Higher Malay and Higher Tamil) explained for Singapore parents: who can take it in primary and secondary school, how the PSLE grades it, how it counts in S1 posting, the JC bonus points under L1R5 and L1R4, and a checklist to decide.
Higher Mother Tongue in Singapore is the more advanced level of a child's Mother Tongue Language: Higher Chinese, Higher Malay or Higher Tamil. It is taken alongside the standard Mother Tongue, graded Distinction, Merit, Pass or Ungraded at the PSLE, and never added to the PSLE Score. From 2026, AL1 or AL2 in Mother Tongue, or a Distinction or Merit in HMT, qualifies a child to take it in Secondary 1. Later it can earn 2 JC bonus points.
This guide covers all three languages: who can take HMT and from which level, the exam papers at the PSLE and the SEC, where it counts in Secondary 1 posting, when a child can drop it, what it is worth for junior college and university, and how to prepare at home. Every rule is from MOE, SEAB or a school's own page, checked as of 7 Nov 2026. Our Higher Chinese at PSLE guide goes deeper on Chinese alone.
What is Higher Mother Tongue?
Higher Mother Tongue is the advanced syllabus for the three official Mother Tongue Languages in Singapore: Higher Chinese, Higher Malay and Higher Tamil. MOE says the HMTL curriculum is designed to stretch students with a strong interest and aptitude in the language. It covers extra content, knowledge and skills beyond standard Mother Tongue, so it adds to the learning load.
Three points are often misunderstood:
It is an extra subject, not a replacement. In primary school, a child taking Higher Chinese still takes Chinese, and the PSLE Score uses the Chinese AL. The Higher paper gets its own grade.
It exists only for Chinese, Malay and Tamil. Children who take a non-Tamil Indian language, or who are exempted from Mother Tongue, have no Higher level to take. Our Mother Tongue exemption guide covers that route.
It runs across two stages. Primary HMT ends with the PSLE. Secondary HMT is a separate four-year course that ends with the Singapore-Cambridge Secondary Education Certificate (SEC) in Secondary 4.
How many children take it varies a lot by language. The latest figures MOE has published, given to Parliament in 2018 for the 2017 cohort, show about 27% of PSLE Chinese students took Higher Chinese, about 21% of Tamil students took Higher Tamil, and about 5% of Malay students took Higher Malay. At O-Level the shares were about 30%, 30% and 11%.

Who can take Higher Mother Tongue in primary school, and can it start in Primary 3?
Every primary school offers Higher Mother Tongue from Primary 5, and some start it in Primary 3. For Primary 5, MOE says the school recommends subjects at the end of Primary 4, and HMT "may also be offered" if the child passes all four subjects and does very well in Mother Tongue. Schools that run it earlier invite strong pupils at the end of Primary 2.
The Primary 3 route is real but school by school. MOE's April 2021 release said Higher Chinese was already offered to Primary 3 and 4 pupils, and added Higher Malay at Primary 3 and 4 from 2022 and Higher Tamil from 2023. Two school examples:
ACS (Junior) invites Primary 2 pupils who show the ability and interest to take Higher Chinese in Primary 3, and tells parents at the end of Primary 2. Other pupils can choose Higher Mother Tongue at the end of Primary 4.
Anderson Primary offers Higher Chinese to Primary 3 and 4 pupils with a strong grounding, aptitude and interest, and again in Primary 5 and 6 as an extra subject sat alongside Chinese.
Each school sets its own bar for Primary 5 within MOE's rule. One school publishes Band 1 in Mother Tongue plus Band 1 or 2 in English, Maths and Science, offers HMT once at the end of Primary 4, and hears appeals case by case. Ask your child's school for its criteria and its rules on dropping HMT.
1End of Primary 2 (some schools)Schools that run HMT in Primary 3 invite pupils who show the ability and interest. Parents are told at the end of Primary 2
2End of Primary 4Every school looks at the end-of-year results and recommends a subject combination. HMT may be offered if the child passes all four subjects and does very well in Mother Tongue
3Parents decideYou accept or decline the offer. Many schools also hear appeals if your child just missed the bar
4Primary 5HMT continues or starts on top of standard Mother Tongue. At the end of Primary 5 the school can adjust subject levels if needed

What is in the PSLE Higher Mother Tongue exam, and how is it graded?
The PSLE Higher Mother Tongue exam is two written papers worth 100 marks, with no oral or listening test. Paper 1 is a 50-minute composition worth 40 marks. Paper 2 is 1 hour 20 minutes of language use and comprehension worth 60 marks. SEAB grades the result Distinction, Merit, Pass or Ungraded, and it is never added to the PSLE Score.
The format is the same shape for all three languages. These details are from SEAB's PSLE syllabuses (codes 0015, 0016 and 0017), which still apply for the 2026 exam.

The orals and listening test belong to standard Mother Tongue only. In 2026, SEAB set Higher Chinese, Higher Malay and Higher Tamil Paper 1 and Paper 2 on Wednesday 30 September 2026.
Primary schools, such as Sengkang Primary, publish these mark bands for the grades. SEAB itself shows only the grade on the certificate.

Nothing extra. The PSLE Score is unaffected
Because the PSLE Score is the sum of the ALs for English, Maths, Science and Mother Tongue only, the best HMT grade cannot turn a score of 12 into 11. How the ALs add up is in our PSLE AL scores guide.
Only Higher Chinese counts, and only at SAP schools. MOE's rule is that a child with Distinction, Merit or Pass in Higher Chinese and a PSLE Score of 14 or better gets a posting advantage when applying to a SAP school. If several children with the same PSLE Score apply to the same SAP school, those with better Higher Chinese grades are placed ahead. Higher Malay and Higher Tamil give no posting advantage.
The PSLE Score always comes first. The order at a SAP school works like this:
1PSLE ScoreA better score always wins. HCL never lifts a child above someone with a better score
2HCL gradeWith a score of 14 or better, Distinction beats Merit, Merit beats Pass, and Pass beats no HCL among children with the same score
3Tie-breakersThen citizenship, then the order of school choices, then computerised balloting
A worked example: Aisha and Wei Ling both score 10 and both put the same SAP school first. Wei Ling has a Merit in Higher Chinese and Aisha did not take it. If there is one place left, Wei Ling gets it. A third child with a score of 9 and no Higher Chinese would be placed ahead of both, because the score comes first.
For every other secondary school, Higher Mother Tongue plays no part in posting, and it never changes the child's Posting Group. Our SAP schools guide lists the SAP schools, and our Posting Groups guide explains the full S1 posting process.
Who can take Higher Mother Tongue in secondary school?
From the 2026 Secondary 1 intake onwards, a child can take Higher Mother Tongue in secondary school with AL1 or AL2 in Mother Tongue at the PSLE, or a Distinction or Merit in Higher Mother Tongue. MOE says this applies "regardless of their overall PSLE Score". Schools may also admit other students with high ability and interest in the language who can cope with the load.
This is a real change for families in Posting Groups 2 and 3 with uneven results. Before 2026, the overall PSLE Score was the gate:

Two worked examples under the 2026 rule:
Ravi, PSLE Score 19 with AL2 in Tamil and no Higher Tamil at the PSLE, qualifies for Higher Tamil in Sec 1. Under the old rule his score of 19 would have ruled him out.
Nurul, PSLE Score 11 with AL3 in Malay and a Pass in Higher Malay, meets neither criterion. She can still ask her school to consider her. Unity Secondary, for example, publishes AL3 in Mother Tongue plus a Pass in HMT as its bar for discretion.
Eligible families get an MOE option form through Parents Gateway after posting, with a reply deadline in late December. Some schools, such as Riverside Secondary, also let students who do well in G3 Mother Tongue in Secondary 1 start HMT in Secondary 2.
If the posted school does not run classes in that language, MOE arranges lessons at centralised locations. MOE's list, updated 26 October 2026, names Ang Mo Kio, Beatty, Commonwealth and Ngee Ann Secondary for Higher Chinese. For Higher Malay it names Anderson Secondary, Bukit Panjang Government High, Raffles Institution, Tanjong Katong Secondary and the MOE Language Centre (Bishan). For Higher Tamil it names Jurong West, Marsiling and Pasir Ris Crest Secondary and the Umar Pulavar Tamil Language Centre.
Secondary HMT ends with the SEC in Secondary 4, examined at G3 only. From 2027, Higher Chinese (K355), Higher Malay (K356) and Higher Tamil (K357) each have three papers: Paper 1 writing (80 marks, 40%), Paper 2 language use and comprehension (80 marks, 40%) and Paper 3 oral (40 marks, 20%). There is no listening paper at the Higher level.

The orals use SEAB's e-Oral format, with the stimulus on a computer and the talk and discussion held with a live examiner. From 2027, all Mother Tongue written papers, including Higher MTL, are sat in one sitting in September of Secondary 4, and SEC results come out in January of the following year.
Under Full Subject-Based Banding, a student can take Higher MTL whatever level their other subjects are at, as long as they meet the entry rule or the school's discretion. MOE has said the eligibility rules exist so that HMT "will not come at the expense of other subjects". Marking bands and sample prompts for Higher Chinese are in our SEC Mother Tongue 2027 guide. How G1, G2 and G3 work is in our Full SBB guide.
Can my child drop Higher Mother Tongue or switch back, and when?
Yes. A child can drop Higher Mother Tongue in primary or secondary school, but the school sets when, usually at a year-end review. Dropping HMT never lowers the PSLE Score, changes the Posting Group or closes a secondary school, because only standard Mother Tongue counts. In secondary school, a student who drops HMT carries on with G3 Mother Tongue and sits it at the SEC.

MOE says schools assess at the end of the year and adjust subject levels if needed. At ACS (Junior), Primary 5 HMT pupils can withdraw only at the end of the year, and continuing into Primary 6 needs AL4 in Chinese and a Pass in Higher Chinese in the Primary 5 year-end exam

HMT students sit standard G3 Mother Tongue in Sec 3. At Anglo-Chinese School (Barker Road), students go on to HMT in Sec 4 only with B3 or better, and those who drop HMT resit G3 Mother Tongue in Sec 4
MOE's own JC worked example pairs an O-Level Chinese grade taken in Secondary 3 in 2026 with a Higher Chinese grade from Secondary 4. That Sec 3 grade protects the Mother Tongue requirement if HMT goes badly.
Missed AL2 in Mother Tongue by a little? Ask the posted school whether it will consider your child under its discretion for high ability and interest.
Struggling with HMT in Primary 5? Talk to the class teacher in Term 3, before the year-end review, so you know the school's bar.
Struggling with Mother Tongue itself? The options run the other way, from Foundation Mother Tongue to exemption in specific cases. See our Mother Tongue exemption guide.
What are the benefits of Higher Mother Tongue for JC and university?
The main payoffs come after Secondary 4. English and Higher Mother Tongue both at A1 to C6 earn 2 bonus points for junior college admission. HMT can also stand as the first language (L1) in the JC aggregate. A grade of A1 to E8 in HMT meets the JC Mother Tongue requirement, and a D7 or better in O-Level HMT has met the university Mother Tongue requirement and exempted students from H1 Mother Tongue in JC.

The cap matters. MOE's own L1R4 example has a student with a CCA grade of Excellent (2 points) and English and Higher Chinese at A1 to C6 (2 points). That is 4 points, but only 3 count under the new cap, so a gross L1R4 of 12 becomes a net 9.

The D7 rule, as of 7 Nov 2026. For O-Level students, NUS lists a D7 or better in O-Level Higher Mother Tongue as one way to meet its Mother Tongue requirement, and JCs such as Anglo-Chinese and Catholic Junior College say it exempts a student from H1 Mother Tongue. For SEC students entering JC in 2028, MOE has published only this mapping:

MOE says JC course information for 2028 entrants will be updated in mid-2027 (expected). Until then, no official page confirms whether a D7 in SEC Higher MTL will exempt students from H1 Mother Tongue. A child who sits the PSLE in 2026 will normally sit the SEC in 2030 and apply to JC in 2031. Our L1R4 guide and JAE 2027 guide cover JC admission in full.
How do I help my child prepare for Higher Mother Tongue?
Prepare for the papers your child will actually sit. At the PSLE that means a 50-minute composition and a language use and comprehension paper, so the work is wide reading, idioms and proverbs, and timed writing. At the SEC, add a 2-minute talk on a video clip. School already adds about two periods a week in primary, so home practice should stay short and regular.
How much time it takes. At ACS (Junior), for example, HMT pupils have 11 Mother Tongue periods a week against 9 for standard Mother Tongue, with the two extra periods on a Thursday afternoon. In secondary school, students whose school does not teach the language travel to a centre in the afternoon. MOE publishes no figure for home study. As a starting point, we suggest about 15 to 20 minutes of reading in the language most days, plus one timed writing piece a week, and more only if the teacher flags a gap.
Study tips matched to each paper:
Composition (Paper 1). Practise to the real length and time: 200 characters for PSLE Higher Chinese, 180 words for Higher Malay and 150 words for Higher Tamil, in 50 minutes. Plan for five minutes first. Keep a notebook of good openings, endings and descriptive phrases from what your child reads.
Idioms and proverbs (Paper 2). SEAB's PSLE Higher Chinese syllabus tests word use including 成语 and set phrases. The Higher Malay syllabus prints the official proverb (peribahasa) lists for Primary 3 and 4, Primary 5 and 6, and a list just for Higher Malay. Learn five a week and use each in a sentence.
Error correction. Higher Chinese and Higher Malay both have a 10-mark section on spotting and fixing wrong characters, words or affixes. Have your child mark their own past compositions for these errors.
Comprehension. The two passages carry 40 of the 100 PSLE marks. Practise finding the main idea, summarising in your child's own words, and explaining word meanings from context.
SEC oral. Watch a short news or feature clip in the language, take notes for 10 minutes, and give a 2-minute view. Then ask two follow-up questions, as the examiner will.

How can we help if we do not speak the language at home?
You do not need to be fluent to support an HMT child. MOE notes that many Singapore families speak more English than Mother Tongue at home, and in March 2026 told parents that learning a Mother Tongue "is not necessarily about perfection". Your job is the routine, the reading material and the link with the teacher, not the teaching.
Set the routine, not the content. Fix a daily slot for reading and a weekly slot for timed writing, and check that it happens.
Let tools read aloud. Students can use SLS text-to-speech for Chinese, and read-along e-books from the library for all three languages.
Talk in English about the Mother Tongue story. Ask your child to explain what they read. Retelling builds the summary and comprehension skills Paper 2 tests.
Use the teacher. Ask for the school's word lists, model compositions and marking notes, and what your child loses marks on most.
Join a workshop. From June 2026, the Mother Tongue Language Learning and Promotion Committees run free workshops with Community Centres to help parents use the language in daily life.
Be honest about the load. If HMT turns every evening into a struggle, raise it at the next year-end review. Standard Mother Tongue loses no PSLE marks.
What are the Bicultural and Language Elective Programmes?
These are MOE enrichment programmes for students strong in their Mother Tongue, and most are open to students who qualify for HMT. In secondary school, the Bicultural Studies Programme (Chinese), EMAS (Malay) and NETP (Tamil) take students who qualify for the Higher level. The two-year Language Elective Programmes in upper secondary need an A2 in Mother Tongue or B3 in HMT in Secondary 2.

What are the key Higher Mother Tongue dates for 2026 and 2027?
The next big dates are the 2026 PSLE results and S1 posting, then the start of secondary HMT in January 2027. The 2027 PSLE timetable is not out yet, so its HMT paper date is an expected window based on 2026. MOE's update on JC Mother Tongue rules for SEC students is expected in mid-2027.

Take HMT when your child enjoys the language and can carry an extra subject without their other grades slipping. MOE ties eligibility to Mother Tongue results precisely so that HMT does not come at the expense of other subjects. The benefits are real but narrow: SAP posting for Higher Chinese, JC bonus points, and an easier Mother Tongue path in JC and university.
Use this checklist:
Does your child enjoy the language and read it for pleasure? HMT adds reading and writing at a higher standard. Interest carries a child through the extra load better than any bonus point.
Are the other three subjects secure? At the PSLE, English, Maths and Science make up three quarters of the score. Hours on HMT should not come out of a weak subject.
Is a SAP school on the list? Only then does the Higher Chinese grade matter in posting, and only with a PSLE Score of 14 or better.
Is JC a likely route? The 2 bonus points need English at C6 or better too. A child weak in English gets no bonus from HMT alone.
Can your family keep a short daily reading routine? Fluency at home helps but is not required. A steady routine matters more.
Does the school offer the language at the Higher level? If not, lessons at a centralised location mean afternoon travel.
If most answers are yes, HMT is usually worth it. If your child qualifies but the load already feels heavy, staying with standard Mother Tongue loses no PSLE marks and closes no pathway.

Common questions
What is Higher Mother Tongue in Singapore?
It is the advanced level of Chinese, Malay or Tamil, called Higher Chinese, Higher Malay and Higher Tamil. Every primary school offers it from Primary 5, some from Primary 3, and secondary schools run it as a four-year course.
Does Higher Mother Tongue count in the PSLE Score?
No. The PSLE Score adds the ALs of English, Maths, Science and Mother Tongue only. HMT is graded separately as Distinction, Merit, Pass or Ungraded.
Can my child start Higher Mother Tongue in Primary 3?
Only if the school runs it then. Some schools invite strong pupils at the end of Primary 2 for Higher Chinese, Higher Malay or Higher Tamil in Primary 3, while every school offers HMT from Primary 5.
What papers are in PSLE Higher Mother Tongue?
Two written papers: a 50-minute composition worth 40 marks and a 1 hour 20 minute language use and comprehension paper worth 60 marks. There is no oral or listening test.
Is there an oral in SEC Higher Mother Tongue?
Yes. Paper 3 is an e-Oral worth 40 marks (20%): your child watches a video clip, prepares for 10 minutes, gives a talk of up to 2 minutes and then discusses it with the examiner. There is no listening paper.
Who can take Higher Mother Tongue in Sec 1 from 2026?
A child with AL1 or AL2 in Mother Tongue, or a Distinction or Merit in HMT, at the PSLE. The overall PSLE Score is no longer considered, and schools can admit others with high ability and interest.
Can my child drop Higher Mother Tongue later?
Yes, usually at a year-end review set by the school, such as the end of Primary 5 or, in secondary school, after the Sec 3 Mother Tongue exam. Dropping HMT does not affect the PSLE Score or the Posting Group.
Does Higher Malay or Higher Tamil help in S1 posting?
No. Only Higher Chinese gives a posting advantage, and only at SAP schools for children with a PSLE Score of 14 or better.
How many bonus points does Higher Mother Tongue give for JC?
2 points, when both English and HMT are at A1 to C6. The total bonus cap is 4 in the 2027 JAE and 3 from 2028.
Does Higher Mother Tongue exempt my child from Mother Tongue in JC?
Under the O-Level rules, a D7 or better in Higher Mother Tongue exempted students from H1 Mother Tongue and met the university requirement. As of 7 Nov 2026, MOE has not said how SEC Higher MTL grades will be treated from 2028, and expects to update JC information in mid-2027.
Where can we get Higher Mother Tongue practice papers?
SEAB sells past years' PSLE and O-Level papers through authorised publishers listed on its website. Schools share their own past papers, and students can use MOE's Student Learning Space for free practice.
Can my child take HMT if we do not speak the language at home?
Yes. Eligibility depends on results, not home language, and parents can support with a daily reading routine, read-aloud tools and regular contact with the teacher.
