Many parents ask whether the extra hours spent on Higher Chinese in Primary 5 and 6 show up anywhere after the PSLE. They do, but not in the score itself. This guide sets out exactly where HCL counts, using only what MOE publishes, so you can plan school choices and Secondary 1 subjects with the right expectations.
Does Higher Chinese count in the PSLE Score?
No. MOE's PSLE scoring page defines the PSLE Score as the sum of the Achievement Levels of four subjects: English, Mathematics, Science and Mother Tongue. A child who takes Chinese and Higher Chinese gets an AL for Chinese, and that AL is the one in the score. HCL gets its own grade of Distinction, Merit or Pass.
So an excellent HCL grade cannot lower a PSLE Score of, say, 12 to 11. What it can do is shown below.
| What HCL affects | What HCL does not affect |
|---|
| Posting advantage to SAP schools (PSLE Score of 14 or better) | The PSLE Score of 4 to 32 |
| Eligibility to take HCL in Secondary 1 | Your child's Posting Group |
| Later, the JC aggregate and bonus points if HCL is continued to the national exam | The tie-breakers for non-SAP schools |
If you want to check how the four ALs add up, try our PSLE score calculator. What the MTL subject itself covers is in our PSLE Mother Tongue glossary entry and the PSLE Chinese syllabus guide.
How does Higher Chinese help with SAP school posting?
This is the main way HCL counts at the PSLE. MOE's S1 posting rules say that students who obtained a Pass, Merit or Distinction in HCL and have a PSLE Score of 14 or better are eligible for a posting advantage when applying to SAP schools.
So HCL only matters at an SAP school when your child ties with other applicants on the PSLE Score, and only if that score is 14 or better. HCL is not needed to apply, and an SAP school's published cut-off point includes the HCL grade of the last student posted, where applicable. Our SAP schools guide has the full list of SAP schools and MOE's worked example of how to read their cut-off points. How cut-off points and tie-breakers work for every school is in our PSLE cut-off points guide.
Who can take Higher Chinese in Secondary 1 from 2026?
The rule changed for students entering Secondary 1 in 2026, and it applies again to the 2026 PSLE cohort. MOE first announced it in a September 2024 press release and confirmed it in the 2025 Committee of Supply announcements.
| Before 2026 | From 2026 |
|---|
| Route 1 | PSLE Score of 8 or better | AL1 or AL2 in the Mother Tongue Language |
| Route 2 | PSLE Score of 9 to 14, plus AL1 or AL2 in MTL or a Distinction or Merit in HMTL | Distinction or Merit in Higher Mother Tongue |
| Overall PSLE Score | Required | No longer considered |
In MOE's words, students who do well in their MTL can offer HMTL "regardless of their overall PSLE score". A child with a PSLE Score of 20 and AL2 in Chinese now qualifies, which was not possible before.
Schools also have discretion. MOE's scoring page says schools may let a student who does not meet the criteria take HMTL if the student has exceptional ability in the language and can manage it without affecting other subjects. If your child's secondary school does not run HCL classes, MOE's 2024 press release says students may attend lessons at centralised locations.
What if my child took Chinese but not Higher Chinese?
Your child can still choose SAP schools, since only English and Chinese at the PSLE are needed. Your child can also take Higher Chinese in Secondary 1 if they score AL1 or AL2 in Chinese. The posting advantage to SAP schools is the one benefit that needs an HCL grade at the PSLE.
Does Higher Chinese still count after Secondary 1?
Yes, more than at the PSLE, if your child keeps it to the national exam. From 2027, that exam is the Singapore-Cambridge Secondary Education Certificate (SEC), and Higher Chinese is examined at G3. Our SEC 2027 guide explains the new exam.
| Stage | How Higher Chinese is used | Source |
|---|
| 2027 JAE (final O-Level cohort) | L1 can be English or Higher Mother Tongue. 2 bonus points for English and HMTL at A1 to C6. HMTL at A1 to E8 meets the MTL grade requirement | MOE JAE, JCs and MI |
| 2028 PSE (first SEC cohort) | L1R4 is worked out twice, with G3 English and with HMTL, and the better qualifying score is used. 2 bonus points for English and HMTL at A1 to C6, within a cap of 3 | MOE PSE, JC and MI |
| Polytechnic | HMTL can be a best subject, but HMTL and MTL of the same language cannot both be counted | MOE PSE, polytechnic |
These are the rules MOE has published so far. A child who sits the PSLE in 2026 will normally sit the SEC in 2030 and apply in 2031, and MOE may change the details before then. The 2028 JC rules in full are in our L1R4 guide. What the secondary Higher Chinese paper covers is on our O-Level and SEC Chinese syllabus page.
What are the key dates for 2026 PSLE families?
The dates are from MOE's S1 Posting page. What to do on results day is in our PSLE results guide.
Should my child take Higher Chinese in Secondary 1?
Eligibility is now about the language, not the overall score, so more families will face this choice in December. A few practical questions help:
- Does your child enjoy Chinese and cope with the current load? MOE used to tie HMTL to the overall PSLE Score so that students could cope with the curriculum load. That check is now yours to make.
- Is an SAP school or a Chinese elective programme on the list? HCL fits naturally with both.
- Is JC a likely route? Under the rules MOE has published for the 2027 JAE and the 2028 PSE, English and HMTL at A1 to C6 earn 2 bonus points, which can matter at JCs with tight cut-off points. Your child's own admission year is 2031, so check the rules again closer to the time.
If your child qualifies but the jump from Primary 6 Chinese worries you, focused help on composition and comprehension before Secondary 1 can make the start less daunting. We arrange Higher Chinese tuition and Chinese tuition at home or online, with tutors who teach the MOE syllabus at each level.
