The MOE Financial Assistance Scheme pays school and miscellaneous fees, textbooks, uniforms, meals and transport for Singapore Citizen students from lower-income homes. Here are the 2027 income limits, what each level gets, how to apply through SFS, the Independent School Bursary and a worked example.
The MOE Financial Assistance Scheme (MOE FAS) is the Ministry of Education's main help for Singapore Citizen students from lower-income households in Singapore. For 2027, a child qualifies if the household's gross monthly income is $4,000 or less, or its per capita income is $1,000 or less. FAS then pays school and miscellaneous fees and gives free textbooks, uniforms, school meals and a transport subsidy, or a $1,600 bursary at JC.
This guide explains who qualifies, what each school level receives, how to apply for 2027, what happens if you just miss the limits, and the bursaries for independent schools, ITE, polytechnics and universities. Every figure comes from MOE or another government source, checked as of 7 Nov 2026.
What is the MOE Financial Assistance Scheme?
MOE FAS is a means-tested scheme that helps financially needy Singapore Citizen students meet basic schooling costs. It covers students in government and government-aided primary schools, secondary schools, junior colleges and Millennia Institute. It pays the monthly school and miscellaneous fees and provides textbooks, school attire, school meals and transport help, so that money does not keep a child from school.
MOE runs a family of schemes on the same income test. Which one your child applies for depends on the school:
Where your child studies
Scheme to apply for
Government or government-aided primary, secondary, JC or Millennia Institute
Independent schools, NUS High School and School of Science and Technology
MOE Independent School Bursary (ISB)
Government-funded special education schools
SPED Financial Assistance Scheme
ITE, polytechnics, autonomous universities, arts institutions, NIEC
Government bursaries, through the institution
MOE Kindergartens, School of the Arts, Singapore Sports School
The school's own scheme
MOE puts the principle plainly in its October 2025 announcement: no Singaporean student will be denied access to school because of their financial situation. About 133,000 students a year can now benefit from MOE's financial schemes, after the income limits were raised for 2026.
Who is eligible for MOE FAS in 2027?
A child is eligible for MOE FAS in 2027 if they are a Singapore Citizen in a government-funded school and the household meets one of two income tests. The gross household income must be $4,000 or less a month, or the per capita income must be $1,000 or less a month. Meeting either test is enough. These are the limits MOE raised for 2026 and still uses for the 2027 application cycle.
Three conditions apply together:
Citizenship. Only Singapore Citizen students qualify. Permanent Residents and international students are not covered.
School. The child studies full time in a government, government-aided or specialised school (or the matching scheme for independent and SPED schools).
Income. Gross household income (GHI) of $4,000 or less a month, or per capita income (PCI) of $1,000 or less a month.
Per capita income is the household's monthly gross income divided by the number of people in the household. That second test matters for bigger families. A household of six with a GHI of $5,800 fails the $4,000 test, but its PCI is about $967, so it qualifies.
Quick eligibility check by household size
Find the number of people living at the student's address, then read across. If your 12-month average gross household income is at or below the figure, your child passes the income test for that scheme. The FAS column is the higher of $4,000 or $1,000 per person. The ISB and post-secondary column is the higher of $12,000 or $3,000 per person.

A household of five earning $4,800 qualifies for FAS, because that is under $5,000. At $5,200 it does not, but the family is still well inside the ISB and post-secondary limits. MOE's own online checker on its financial assistance page asks the same questions for each school type and gives an answer in under a minute.
How the limits have changed
MOE raised the limits from Academic Year 2026. Until 2025, FAS needed a GHI of $3,000 or less, or a PCI of $750 or less. For 2027, MOE's own financial assistance page and eligibility checker, updated on 12 October 2026 as the 2027 cycle opened, use the $4,000 and $1,000 limits, and the 2027 notices schools sent parents in October 2026 quote the same figures. MOE announced the last change in October, just before the new application cycle.
How does MOE count household income?
Since the 2026 cycle, MOE uses the government's Household Means Eligibility System (HOMES) to work out household income. HOMES takes the income of every family member living at the student's address and averages it over the past 12 months, using CPF and IRAS records. Most parents therefore no longer need to upload payslips or CPF statements.
What counts, according to MOE's FAQ:
Who is in the household: all family members related by blood, marriage or legal ties who live at the same address as the student. For a child living with legal guardians, the guardians' and their spouse's income is counted.
Employment and trade income: averaged over 12 months from CPF Board records or the latest IRAS assessment.
Other income: taxable rental, dividend and investment income, averaged over 12 months from IRAS.
Not counted: National Service allowance, severance compensation, insurance payouts and alimony or child maintenance, according to MOE's application form.
A parent out of work: their 12-month average still counts, taking in both the months they earned and the months with no income.
MOE refreshes HOMES results at least once a year. If your income has dropped recently and the 12-month average does not show it yet, speak to the school about what extra papers would help.
What does MOE FAS cover at each school level?
MOE FAS covers the main costs of attending school, and the package grows with the level. Primary pupils get free miscellaneous fees, textbooks and attire, meals and transport help. Secondary students also get their school fees paid and more meals. JC and Millennia Institute students get their fees paid plus a $1,600 cash bursary that includes transport. These are MOE's published benefits for 2026, which carry into 2027.

For a sense of the value, the 2026 monthly fees for a Singapore Citizen are $13 in primary school (miscellaneous only), $25 in secondary school ($5 school fee plus $20 miscellaneous) and $33 at JC or Millennia Institute ($6 plus $27). FAS pays all of that. A secondary student on FAS therefore saves $300 a year in fees and gets up to $252 for transport, before counting books, uniforms and meals. Our school fees guide for 2027 has the full fee tables.
Free school attire means 2 sets of uniforms, 2 sets of PE attire, a pair of shoes and 2 pairs of socks, which the school tells you to collect from its vendors. Transport and meal help start from the month FAS takes effect. The transport subsidy runs to December of that year. The student must also attend school regularly, and long absences can lead MOE to reassess the help.
What MOE FAS does not cover
FAS pays for the basics of attending school, not everything a child might need. These costs sit outside it:
Anything bought before approval. MOE gives no refunds for textbooks, uniforms or fees paid before FAS was approved. Apply first, then wait for the school to issue items.
Brand choices. The school's vendor supplies shoes and attire. You cannot buy a preferred brand and claim it back.
Private tuition and outside enrichment. FAS does not pay for classes outside school.
School trips and enrichment programmes. These are usually helped by the school's Opportunity Fund instead (see below).
Autonomous school fees and other optional charges. Some secondary schools and JCs charge an extra autonomous fee, $18 a month in 2026. Ask the school how it treats this for FAS students.
Laptops and broadband. Personal learning devices are usually paid from Edusave. IMDA's DigitalAccess@Home scheme helps lower-income households with subsidised broadband and devices.
National exams do not need FAS. Singapore Citizen school candidates do not pay the basic and subject fees for national exams, a waiver schools have applied since 2015, while Permanent Residents and international students pay. SEAB sets the fee by citizenship on the last day of exam registration.
How do I apply for MOE FAS, and when?
You apply for MOE FAS online through MOE's Student Finance System (SFS), logging in with Singpass. Open the Parents Gateway app and go to Services, then Financial Assistance, or go to studentfinance.moe.gov.sg. One application covers all your children in government-funded schools, and the outcome appears in SFS. There is no closing date, so you can apply at any point in the year.
1Check the income testAdd up the household's monthly gross income and divide by the number of people living with the student. You need GHI of $4,000 or less, or PCI of $1,000 or less. MOE's online checker gives a quick answer
2Log in to SFS with SingpassParents Gateway app, Services, then Financial Assistance. Or studentfinance.moe.gov.sg
3Fill in one application for the familyList every child. If they are in different government-funded schools, one application is still enough
4Let HOMES pull the income dataMost families need no documents. The school may ask for papers, for example for rental or other non-salary income
5Do not buy books or uniforms yetPurchases made before approval are not refunded. The school issues them once FAS is approved
6Check the outcome in SFSIf approved by the end of a month, FAS starts the next month and lasts until December
7Apply again each yearFAS ends every December. Reapply for the next year when the new cycle opens in October
If you cannot apply online
MOE still prints a paper MOE FAS application form, a seven-page form it says takes about 10 minutes. Ask the general office of any of your children's schools for a copy, fill it in once for all your children and hand it back to that school. Online is still faster. The form needs papers only if someone in the household has rental, dividend or other taxable non-salary income: the latest IRAS Notice of Assessment for each member, plus 12 months of CPF contributions and NRIC copies showing the shared address. The September 2025 version of the form, used for the 2026 cycle, shows what is asked. The school may hand you a newer one.
MOE publishes no telephone hotline for FAS. Help comes from the school: call its general office, whose number is on the school website. MOE says schools can help parents with the application. If English is hard for you, bring a family member who can help and ask the school what language support it can offer.
How long approval takes
MOE sets no fixed processing time. Its form says schools process applications promptly when the information is complete, and HOMES means most families have nothing to upload, which speeds things up. What matters is the month: if FAS is approved by the end of a month, it starts on the first of the next month and lasts to December. Nothing is backdated, so a late October application approved in November takes effect in December. The outcome appears in SFS, and the school tells you when to collect books and uniforms.
When to apply for 2027
The 2027 application cycle opened in October 2026. Schools began telling parents that 2027 applications were open in mid-October, and one secondary school's notice dated 21 October 2026 urged families to apply early to receive free textbooks and uniforms before school starts on Monday 4 January 2027. For the 2026 year, applications opened on Tuesday 21 October 2025.
Primary 6 pupils going to Secondary 1 apply through their primary school when the new cycle starts. The primary school processes the application and tells you the outcome, so the free books and uniforms can be ready for Sec 1.

Dec 20272027 FAS endsExpected: the 2028 cycle should open around October 2027, as the last two did
Families who do not need to apply
MOE's application form, in its September 2025 version for the 2026 cycle, says children of existing MSF ComCare beneficiaries are auto-granted MOE FAS and do not need to apply. As of 7 Nov 2026 MOE has not published a 2027 version of that rule, so if your family is on ComCare, call the school's general office to confirm your child is on FAS for 2027 before you buy books or uniforms. A child who moves to another government or government-aided school during the year keeps FAS if the household income has not changed.
What if we do not qualify, or our situation changes?
If you do not meet the MOE FAS income limits, you are not left without options. MOE says that schools automatically consider children who miss the limits for school-based financial assistance, judged case by case, with no separate application needed. There is no appeal against the income limit itself, but the school can look at your circumstances.
Common situations and what to do:
Situation
What happens
Income just above the limit
The school considers your child for school-based assistance. The outcome is shown in SFS
A parent loses their job mid-year
Apply straight away. There is no closing date, and FAS starts the month after approval
Household size changes
Tell the school, because PCI depends on the number of people at the address
On FAS but still struggling
Ask the school about the Opportunity Fund, its own help and social service agencies
MOE can review a household's situation during the year and recover assistance given on false information, so keep the school updated. Its form also warns that knowingly giving false information can be an offence under Section 182 of the Penal Code, with up to two years' jail, a fine or both.
Will teachers or classmates know my child is on FAS?
Classmates should not find out from the school. The application goes from you to MOE's Student Finance System or the school's general office, not through the class, and the outcome appears in your SFS account. Schools treat the list of FAS students as confidential: Fuhua Secondary School's student handbook, for example, states that names of students on MOE FAS and on school-based FAS are kept confidential.
Who does see it:
School staff who run FAS. The general office processes the application and arranges books, uniforms, meals and transport help.
Government agencies checking eligibility. By signing, you agree that MOE and the school may share the household's data with other government departments and statutory boards, such as CPF Board and IRAS through HOMES, only to assess financial assistance.
Free textbooks and uniforms are collected from the school's vendors after the school notifies you. If you are worried about how meals or collection are handled, ask the general office.
What help is there for Permanent Residents and international students?
MOE FAS and the Independent School Bursary are for Singapore Citizens only, and schools generally limit their own school-based help to citizens too, so a Permanent Resident or international student usually cannot get them. There is still some help. The Straits Times School Pocket Money Fund accepts Permanent Residents, and at university and polytechnic the MOE Tuition Grant is open to Permanent Residents and international students who sign a bond.

The Pocket Money Fund is a charity fund given out through schools, which take applications in rounds. For 2027, Tampines Secondary School took applications from Secondary 1 to 3 students from 4 August to 11 September 2026, on hardcopy forms from the general office. Ask your own school for its dates. Permanent Residents also pay higher school fees and national exam fees than citizens, so budget for those when you plan.
How does the Independent School Bursary compare with other schemes?
The Independent School Bursary (ISB) is MOE's version of FAS for Singapore Citizens at independent schools, which set higher fees of their own. It reaches further up the income scale than FAS, to households earning up to $12,000 a month or $3,000 per person, and pays more help to lower bands. Other schemes, such as Edusave and the Opportunity Fund, sit alongside FAS rather than replacing it.

The income bands are MOE's current ones, raised for 2026 and shown in its eligibility checker as updated on 12 October 2026. The fees a student pays are pegged to government school fees. MOE's checker still quotes those dollar amounts as correct at January 2025, and they match the 2026 citizen fees of $25 and $33 a month, so expect them to move only if government school fees change. You apply for ISB online through SFS with Singpass, in the same way as FAS. If your child also holds an MOE scholarship or bursary, the fee left after ISB may be reduced further, up to that award's cap.

Edusave works well with FAS. On FAS, the miscellaneous fee is already paid, so Edusave money is free for school enrichment or a personal learning device. Our Edusave account and awards guide explains balances, the award amounts and how to set up payments.
What school-based help is there beyond MOE FAS?
Every government-funded school has its own help for families who need it. School-based financial assistance is funded through the school and assessed case by case, mainly for families who just miss the MOE FAS limits. Schools also hand out Opportunity Fund grants for enrichment and can point families to other government help. You usually start by talking to the school's general office.
School-based financial assistance (SBFAS). If you apply for FAS and do not qualify, the school considers you for this automatically. What it pays varies by school.
Opportunity Fund. MOE told Parliament in January 2026 that about $10 million a year went to schools from the fund over the last three years, helping about 50,000 students a year. Students on MOE FAS or school-based FAS get these grants without applying.
IMDA DigitalAccess@Home. Subsidised broadband and a laptop or tablet for lower-income households.
Social service agencies. The school can refer families who miss MOE's schemes.
What bursaries are there for ITE, polytechnic and university?
After secondary school or JC, MOE FAS stops and government bursaries take over. They reach much further up the income scale, to households earning up to $12,000 a month or $3,000 per person. Students apply through their ITE, polytechnic or university, not their old school. The amounts below are MOE's figures from Academic Year 2026.
Monthly GHI (or PCI)
Full-time Nitec or Higher Nitec at ITE
Full-time diploma at ITE or a polytechnic
Full-time degree at an autonomous university
$4,000 or less ($1,000 or less)

$9,001 to $12,000 ($2,251 to $3,000)
$490 a year
$950 a year
$1,350 a year
For a full-time diploma, the lowest-income band receives $3,050 a year. Medicine and Dentistry at NUS and NTU have their own amounts, and MOE says top-tier students there pay no more than $5,000 a year in tuition after aid. Students who still fall short can take a government Tuition Fee Loan or Study Loan.
The Lim family has six people at one address: two parents, three children and a grandmother who lives with them. The father earns $4,100 a month and the mother earns $1,500 from part-time work, both averaged over 12 months. The grandmother has no income. The children are in Primary 4, Secondary 2 and JC1, all in government schools.
Step 1: gross household income. $4,100 plus $1,500 is $5,600 a month. That is above $4,000, so the first test fails.
Step 2: per capita income. $5,600 divided by 6 people is about $933 a month. That is below $1,000, so the family qualifies through the second test. The grandmother counts because she is family and lives at the same address.
Step 3: one application. A parent logs in to SFS once and lists all three children.
Step 4: what each child receives. The fee figures use the 2026 citizen rates.
Child
Fees paid by FAS in a year
Other help
Primary 4
$156 (miscellaneous fee, $13 x 12)
Free textbooks and attire, 7 meals a week, transport help
Secondary 2
$300 ($25 x 12)
Free textbooks and attire, 10 meals a week, up to $252 for transport
JC1

$1,600 bursary
That is about $852 a year in fees across the three children, plus the $1,600 JC bursary, transport help, books, uniforms and meals.
What if the grandmother lived elsewhere? The household would be five people. $5,600 divided by 5 is $1,120, above $1,000, so the family would not qualify for MOE FAS. The schools would then consider the children for school-based assistance automatically.

Common questions
What is the income limit for MOE FAS in 2027?
Gross household income of $4,000 or less a month, or per capita income of $1,000 or less a month. You need to meet only one of the two.
Can I apply for MOE FAS at any time of the year?
Yes. MOE has no closing date. If approved by the end of a month, FAS starts the next month and runs to December.
Do I have to reapply for MOE FAS every year?
Yes. FAS ends each December because household income and family size can change. Reapply when the new cycle opens in October.
What documents do I need for MOE FAS?
Most families need none, because HOMES reads income from CPF and IRAS records. The school may ask for papers if your income includes rental or other non-salary sources, or if records are missing.
Is there a paper form for MOE FAS?
Yes. Ask the general office of any of your children's schools for the MOE FAS application form, fill it in once for all your children and return it to that school.
Does MOE FAS cover university fees?
No. MOE FAS covers primary, secondary, JC and Millennia Institute. University students apply to their university for government bursaries, from $1,350 to $6,300 a year for a full-time degree depending on household income.
Can Permanent Residents get MOE FAS?
No. MOE FAS and the Independent School Bursary are only for Singapore Citizen students. Permanent Resident students with family PCI of $1,000 or less can apply for the Straits Times School Pocket Money Fund through their school.
How long does MOE FAS approval take?
MOE sets no fixed processing time, and complete applications are processed promptly. If FAS is approved by the end of a month, it starts the next month, with no backdating.
Will my child's classmates know we are on FAS?
They should not hear it from the school, because schools keep the names of FAS students confidential. Only the staff who run FAS and the government agencies checking income see the application.
My child is in an independent school. Can we get FAS?
Independent school students apply for the Independent School Bursary instead. It covers households earning up to $12,000 a month, or $3,000 per person.
What happens if we just miss the income limit?
The school automatically considers your child for its own school-based financial assistance, case by case. You do not need to make a separate application.
Can my Primary 6 child get FAS for Secondary 1?
Yes. Apply through the primary school when the new cycle opens in October. It processes the application so that help is ready for Sec 1.
