Failing an O-Level or SEC subject means a grade 9, and what it closes depends on the subject. The grade floors for JC, poly and ITE, conditional JC admission, ITE routes that stay open, and how a retake combines with old results in the 2028 PSE.
If you fail an O-Level or SEC subject, you get grade 9, which SEAB defines as performance that "has not met the minimum requirements of the subject", and it is not the end of your options. What it closes depends on the subject. JC and Millennia Institute need English at C6 or better and Maths at D7 or better, though a strong aggregate can earn conditional admission. In the 2027 JAE, a 9 in English rules out every polytechnic diploma and 2-year Higher Nitec, but ITE's 3-year Higher Nitec asks only for two grades of 1 to 8 in any subjects. You can also retake as a private candidate in 2027 and combine both exam years in the 2028 Post-Secondary Admissions Exercise (PSE), where the better grade counts.
What grade 9 actually means
O-Level and G3 subjects are graded A1 to E8, then 9, the only grade below the subject's minimum standard. Many people still call it F9, as ITE's documents do.
Two thresholds matter, and they are different:
The certificate. SEAB issues an SEC certificate for E8 or better in any G3 subject, grade 5 or better at G2, or grade D or better at G1. For the 2026 O-Level, the rule is grade 6 or better in one or more subjects.
Admission. Each route sets its own floor per subject, far stricter than the certificate rule. A D7 in English counts towards an SEC certificate but misses the JC English floor.
So the useful question is not "did I fail" but "which floors did I miss, and for which routes".

Maths is a little kinder. D7 still meets the JC floor, and polytechnic Maths requirements are 1 to 6 or 1 to 7. A few polytechnic courses set no Maths grade and only ask that you sat Maths, including Early Childhood Development & Education at Ngee Ann and Temasek and Outdoor Education at Republic.

English is the hardest subject to fail because almost every route names it. With a 9 in English, two doors stay open in 2027. JC conditional admission excludes only an Absent grade, not a 9, but it needs an L1R5 gross of 15 or better, so in practice Higher Mother Tongue must be your first language. And ITE's 3-year Higher Nitec courses, through the Joint Intake Exercise 'O' (JIE 'O'), ask only for completion of the O-Level or two grades of 1 to 8. Retail & Online Business and Culinary Arts asked only for completion in January 2026.
If several subjects came back at 9, treat ITE as a first choice, not a fallback. JIE 'O' posts on your best five grades plus CCA bonus points. MOE has also said that from the 2027 polytechnic intake, Higher Nitec students with a raw GPA of at least 3.5 are guaranteed a place in a mapped polytechnic course.

Not used, but below the C6 floor
Her L1R5 gross is 2 + 3 + 2 + 3 + 2 + 3 = 15. She misses the English floor, but 15 meets MOE's conditional rule, so she can be posted to a JC. The condition is strict. She must sit English again and reach C6 by the end of JC Year 1, or move to Year 2 at Millennia Institute. If she still has not reached C6 by the end of that year, she has to leave MI.
The 2028 PSE uses L1R4 instead. For an SEC student with the same grades, L1R4 is 2 + 3 + 2 + 3 + 2 = 12, which is exactly the conditional limit of 12. One grade worse anywhere and the conditional route closes.
What changes for 2027 SEC students in the 2028 PSE
From 2028, SEC students apply through the PSE, and several numbers move. These are MOE's published rules.

Only a G2 ELMAB3 of 19 or better allows every subject at G3 in that year.

Suits

A retake works best when the failed subject is the only thing between you and the route you want, and when you know why the first attempt went wrong. Registration, fees and the science practical rule are in our private candidate guide.
Moving on is not settling. A 3-year Higher Nitec leads on to a polytechnic through the GPA route, and ITE's accelerated pathway lets students with aptitude finish in two years.

On results day
For parents, the most useful thing on the day is calm arithmetic. Work out the aggregates together with the L1R5 calculator, and read our JAE 2027 guide on ranking 12 choices. Seeing that two or three routes are still open makes the choice feel less like a verdict.
If a grade is far below what the school expected, ask about an appeal on the same day, because the window is short. An appeal is a review of the marking, not a new exam, so apply for the JAE or JIE 'O' at the same time instead of waiting for the outcome.
Common questions
What happens if you fail O-Levels completely?
If every subject is grade 9, you get no certificate for that year. You can sit again as a private candidate, and Citizens and PRs can then combine results from up to two exam years in the 2028 PSE.
Can I go to JC if I fail O-Level English?
Only through conditional admission. In the 2027 JAE that needs an L1R5 gross of 15 or better, or 16 to 20 with A1 or A2 in all five relevant subjects, and you must reach C6 in English by the end of JC Year 1.
Can I go to poly if I fail English?
Not through the 2027 JAE, because every polytechnic course sets an English grade of 7 or better. You can retake English and apply in the 2028 PSE, or start a 3-year Higher Nitec and progress to a polytechnic later.
Is a D7 or E8 a fail?
Not on the SEC, where both count towards a certificate. Both fall below the JC English floor of C6, and an E8 in English misses every polytechnic requirement.
If I retake a subject, which grade counts?
In the 2028 PSE, the better grade of your two sittings is used.
Can I go to ITE if I fail O-Level English?
Yes. ITE's 3-year Higher Nitec courses under JIE 'O' asked only for completion of the O-Level or two grades of 1 to 8 in any subjects in the January 2026 intake. The 2-year Higher Nitec needs English at 8 or better.
